Mounds View City Council May 9, 2005 <br />Regular Meeting Page 15 <br />• would not be a big cost issue for City. He indicated that the bigger concern is to conserve City <br />land until they absolutely need it. <br />Mayor Marty noted that Mr. Leonard indicated that they did not have the option to move in the <br />past, due to their lease. He noted that the lease is set to expire in September and asked Mr. <br />Leonard if they would have enough time to build if this proposal is approved. <br />Mr. Leonard agreed that it is a tight timeframe noting that there is a month-to-month clause <br />included in the lease that could be utilized until the build is completed. <br />Mayor Marty referenced the snow storage stating that there might be a need to reach an <br />agreement with the City on snow removal. He asked what this would entail. <br />Director Ericson agreed stating that currently there is no place for them to put the snow. He <br />stated that the have anticipated this need noting that if they plow towards City Hall land the <br />applicant would have to have an agreement to use City Hall land. He stated that currently snow <br />storage has not been addressed on the site plan and suggested that the applicant review. <br />Gerald Williams, C & H Development, stated that they have considered Rolland Swenson for the <br />landscaping and reviewed the plans with Council. He stated that there would be one surplus <br />parking space and Snyder's has indicated that they plan to utilize this area for snow storage, not <br />• City property. He stated that if they were unable to utilize the surplus area the plan would be to <br />remove the snow from the property using trucks. <br />Director Ericson referenced Item 7 of the proposal; re-design of the color scheme, noting that this <br />was something Staff added to the resolution. He stated that this could be struck, as there seems <br />to be a theme in the constructed corridor. He explained that Staff felt it made sense to maintain <br />the look utilizing earth tones. <br />Council Member Stigney suggested softening. the colors. He noted that several trees are shown <br />on the east side of the site yet the site plan shows a zero lot line with no room for trees. <br />Mr. Williams explained that it was their thought that this was being a good neighbor by <br />providing a tree line as a landscape buffer. He stated that the trees could be removed. He <br />acknowledged that the trees would be located on City property and confirmed that they are <br />volunteering to plant and maintain the trees as a buffer. He stated that this was offered in good <br />faith to improve the looks of the area. <br />Council Member Thomas noted building across street is in gray tones in addition to earth tones. <br />Does not have problems with colors noting it would tie into the corridor just fine. <br />Mr. Williams referenced the suggestion for onsite water storage stating that this would require <br />them to add to the building structure. He clarified that they are now being directed to build a <br />• basement-type space to store the water. He stated that this would add a substantial cost to the <br />project. <br />
