She assured Council that they were very careful in securing <br />the signatures and verifying the residents of the neighborhood. She stated that they are very <br />willing to help in any way they can to be of assistance through this process. She assured Council <br />that they are not trying to cause any problems. <br />Mayor Marty referenced Ms. Amundsen's request for afollow-up letter and explained that the <br />City is currently trying to find ways to cut costs at City Hall. <br />Council Member Thomas stated that if the City can do multiple notices to the residents regarding <br />public hearings it would only be appropriate to issue one notice providing Citizens with a status <br />on the petition. <br />Council Member Stigney agreed that notice should be given to the petitioners updating them on <br />what has been done with the petition and the action Council has taken. <br />Council Member Flaherty agreed stating that it is also important to go back and determine if <br />there is something they could do that would be more palatable to the Residents. He stated that it <br />is important to let the Residents know what is happening. He acknowledged how important this <br />issue is to the Residents and commended the Amundsens' for taking the time and action on this <br />issue. <br />MOTION/SECOND. Thomas/Stigney. To approve Resolution 6520 Approving the Sufficiency <br />• of Petition of the opposition of the 2005 Street Improvement Project. <br />Ayes-5 Nays-0 Motion carried. <br />I. Resolution 6498 Adopting the City Vision and Mission Statement, Goals <br />Program, Values Statement and Rules of Conduct. <br />City Administrator Ulrich stated that this came forward as result of the March 2005 meeting with <br />City Department Heads. He provided Council with an overview of the City Vision and Mission <br />Statements noting that they have been placed in resolution format for adoption. He stated that <br />comments have been included on each item for their review. <br />Mayor Marty noted that all of this was read at the Town Hall Meeting, which is currently being <br />aired and replayed on Channel 16. He explained that they began the Town Hall meeting with a <br />Citizen Survey and moved on to the goals and values. He stated that Residents could also pick <br />up copies of the City Values and Mission Statement at City Hall. He stated that he likes that they <br />added the two new goals introduced by the Citizens at the Town Hall meeting. <br />Council Member Stigney stated that the goals program is something that City Council should be <br />determining at their retreat. He stated that based on the items discussed at the retreat, goals 11 <br />and 12 were not part of that discussion adding that the goal priority order has changed depending <br />• on what Council wants versus Staff. He stated that he has some problems with the weights <br />given. He referenced the Rules of Conduct stating that Council has no authority of enforcement. <br />
