CONSENT AGENDA
Council Member Stigney asked to pull Items A, D, E and F from the Consent Agenda. He
referenced Item 8A, Abbey Carpet's request for payment of the balance owed. He stated that Mr.
Kopas was before Council stating that if Council accepted the bid that he would do his best to
lower the bid amount of $74,500 adding that he does not see anything indicating that the bid was
lowered. He stated that no explanations are included yet they are charging the full amount. He
expressed concerns stating that this is a lot to spend without getting another bid for the project.
He stated that he wants a Just and Correct Claims done on this adding that he does not support
this, which is why he pulled it.
Mayor Marty recalled that there was an issue on how or why the bid could not be lowered since
the bid was already accepted. He explained that this was the only bid that came in and they did
• get a better deal than the original bid. He stated that they did discuss carpeted kick panels instead
of vinyl noting that this would have been an additional charge. He explained that the baseboards
were not installed because the chairs would easily damage the baseboards. He assured the
Council that they did get a superior carpet at no additional charge.
Council Member Thomas stated that they did not get a breakdown of the work done by City
personnel and the contractor's employees. She stated that they should get a breakdown.
Council Member Flaherty asked if the City did provide any help in an effort to lower the bill. He
stated that the City had clearly stated that they would help with the removal of the carpet in an
effort to lower the bill.
City Administrator Ulrich clarified that it was brought to Council that the City would get
upgraded molding in return for the labor reduction. He stated that there was no direction given to
lower the costs adding that he would check into it if Council wishes.
Council Member Gunn stated that she distinctly remembers a conversation about the labor and
that it would not happen because City staff did not have the time to do it.
Council Member Thomas stated that she wants an official statement that shows the amount of
time, what was done and who did the work.
