Mounds View City Council May 9, 2005 <br />Regular Meeting Page 7 <br />• City Administrator Ulrich explained that once a bid is awarded there are no further negotiations <br />and changes to the bid are not allowed. <br />Mayor Marty stated that the job has been completed now for several weeks and asked if they <br />should pull this item and hold the check until they can find out if City Staff did anything to <br />reduce the amount of the bill. <br />Council Member Flaherty asked what the typical process is for making payments on a bill. <br />Finance Director Hansen explained that they typically try to pay the bills within 30-days of the <br />invoice or when the job is completed. He further explained that if there is a dispute on the billing <br />the City can hold the payment for further clarification, otherwise, if there are no problems they <br />must pay the invoice within the 30-day timeframe. <br />Council Member Thomas that she would like a full breakdown on the invoice so that Council <br />knows exactly what work was done by City Staff and by the contractor. She explained that she is <br />not clear on what the bid applies to because they changed the work process and materials. <br />Finance Director Hansen clarified that this is more of an issue with the City Staff than the actual <br />job. He stated that he does not believe this would constitute a problem. <br />• City Administrator Ulrich stated that he would have to clarify further adding that the direction <br />given at that time was that they could not send back the molding and that the trade-off for City <br />labor was not what was discussed with him. <br />Council Member Stigney stated that he would not support this without further clarification. <br />MOTION/SECOND. Marty/Gunn To Approve Item 8A, Final Payment to Abbey Carpet for <br />Mounds View Community Center Carpet Replacement Project. <br />Ayes-4 Nays-1 (Stigney) Motion carried. <br />Council Member Stigney referenced Item 8D stating that he does not support hiring Mr. Manthis <br />to this position. <br />Mayor Marty stated that Mr. Manthis has been in this position, as an outside contractor, for <br />several years adding that they have received very positive feedback. <br />Ms. Burg stated that Mr. Manthis is at the top level as far as golf professionals go noting that he <br />is retired and does sub-contract at the Bridges. She stated that he works at several courses and is <br />very skilled. <br />MOTION/SECOND. Gunn/Flaherty To Approve Resolution 6S 18 Golf Professional Services. <br />. Ayes - 4 Nays - 1 (Stigney) Motion carried. <br />
