Mounds View City Council May 9, 2005 <br />Regular Meeting Page 8 <br /> <br />Council Member Stigney referenced Item 8E and asked for an update on Mr. Manthis' <br />background. <br />Ms. Burg explained that Mr. Manthis is a high school teacher and the golf coach. She stated that <br />this is not his first year at The Bridges noting that he also taught golf lessons last year. <br />MOTION/SECOND Stigney/Flaherty To Approve Resolution 6519 Golf Professional <br />Services. <br />Ayes - 5 Nays - 0 Motion carried. <br />• <br />Council Member Stigney referenced Item 8F, clarified that employees would first qualify for <br />these gift certificates after they reach 20-years of service and that the employee would receive a <br />$100 gift certificate as appreciation for their service. He asked if this is a cumulative sum for <br />every five years of service. <br />Director Ericson clarified that the document was drafted to reflect that the payments would be <br />paid to employees as a form of recognition when the employee reaches afive-year milestone of <br />service. <br />Council Member Stigney stated that he has a problem with this if it is cumulative. He suggested <br />pulling this item and discussing at a Council Work Session, as it is a bit ambiguous. <br />Mayor Marty noted that the City used to do a Sunset Cruise on Lake Minnetonka as a form of <br />appreciation to the employees but stopped when it was pointed out that the City could be liable if <br />an employee is hurt. He stated that it was decided at that time to provide a monetary form of <br />recognition to those who qualified. He stated that this issue has already garnered a tremendous <br />amount of discussion noting that it was passed in 2001 and was deemed the only legal way the <br />City could acknowledge employees. <br />Council Member Thomas clarified that the issue is funding the certificates with taxpayer dollars. <br />She stated that she is fine with the resolution. <br />Council Member Stigney stated that he wants to postpone the vote and discuss this issue at the <br />next Council work session. <br />MOTION/SECOND Stigney/Flaherty To approve postponing the resolution approving <br />distribution of service appreciation certificates to employees having reached five-year <br />employment milestones and discuss at the next Council work session. <br />Ayes - 2 Nays - 3 (Thomas, Marty, Gunn) Motion failed. <br />• <br />
