Mounds View City Council May 9, 2005
Regular Meeting Page 8

Council Member Stigney referenced Item 8E and asked for an update on Mr. Manthis'
background.
Ms. Burg explained that Mr. Manthis is a high school teacher and the golf coach. She stated that
this is not his first year at The Bridges noting that he also taught golf lessons last year.
MOTION/SECOND Stigney/Flaherty To Approve Resolution 6519 Golf Professional
Services.
Ayes - 5 Nays - 0 Motion carried.
•
Council Member Stigney referenced Item 8F, clarified that employees would first qualify for
these gift certificates after they reach 20-years of service and that the employee would receive a
$100 gift certificate as appreciation for their service. He asked if this is a cumulative sum for
every five years of service.
Director Ericson clarified that the document was drafted to reflect that the payments would be
paid to employees as a form of recognition when the employee reaches afive-year milestone of
service.
Council Member Stigney stated that he has a problem with this if it is cumulative. He suggested
pulling this item and discussing at a Council Work Session, as it is a bit ambiguous.
Mayor Marty noted that the City used to do a Sunset Cruise on Lake Minnetonka as a form of
appreciation to the employees but stopped when it was pointed out that the City could be liable if
an employee is hurt. He stated that it was decided at that time to provide a monetary form of
recognition to those who qualified. He stated that this issue has already garnered a tremendous
amount of discussion noting that it was passed in 2001 and was deemed the only legal way the
City could acknowledge employees.
Council Member Thomas clarified that the issue is funding the certificates with taxpayer dollars.
She stated that she is fine with the resolution.
Council Member Stigney stated that he wants to postpone the vote and discuss this issue at the
next Council work session.
MOTION/SECOND Stigney/Flaherty To approve postponing the resolution approving
distribution of service appreciation certificates to employees having reached five-year
employment milestones and discuss at the next Council work session.
Ayes - 2 Nays - 3 (Thomas, Marty, Gunn) Motion failed.
•
