Police Department Quarterly Report <br />Police Chief Sommer provided the Council with an over view of the Quarterly report from <br />January through. March 2005. He provided the Council with an overview of the response time to <br />911 calls, arrests and citations issued. He stated that the traffic issues are a high priority for the <br />Police Department and reviewed the crimes reported to the State. He stated that they have an <br />Officer currently employed as the School Resource Officer, which provides a balanced approach <br />to juvenile crime matters in the City. He stated that they also have an Officer assigned to the <br />D.A.R.E. Program and the department also participated in the Safe and Sober Programs, a grant <br />program through the State. He reviewed personnel changes noting that Officer Bob Nelson was <br />promoted to Sergeant effective May 1, 2005. He provided Council with an overview of the drug <br />arrests noting that meth use is widespread and one of the toughest drug issues to address. <br />Council Member Flaherty stated that he received call from Dan expressing their appreciation for <br />the work that the Police department does. He noted that the juvenile offenses went up 60-percent <br />and asked to get staff up to speed. <br />Mayor Marty stated that the only calls he has received are from residents saying that they are <br />happy to see the increased level of enforcement. He stated that the more police presence in the <br />Community helps people pay more attention to their speed. <br />Brian Amundsen asked if hiring two new officers has helped the department and what have they <br />• been involved in. <br />Police Chief Sommer confirmed that it has helped noting that their focus has been on increasing <br />the level of traffic enforcement. <br />Director Ericson provided the following Community Development update: <br />• County Road H2 -was in litigation on this project, potentially 66 townhomes. He stated that <br />in 1977 the passed an amendment prohibiting townhomes and last year the Judge ruled on the <br />hardships noting that they could build as long as certain conditions were satisfied including <br />correcting the drainage issues, getting a permit, constructing a swimming pool and a tennis <br />court. He stated that they have applied for the Watershed permit and they have had the <br />wetland delineation done on the property. Staff is currently out verifying noting that they <br />also need to do soil borings. He stated that the applicant is planning on clearing some of the <br />trees later this week to allow a rig onto the site to take six soil borings in the general area. He <br />stated that this is the last item that the Rice Creek Watershed wants as a part of the permit <br />process. He stated that Staff would send out notices to the property owners to let them know <br />what is going on. He stated that he would provide a copy of the report and the notices sent to <br />residents for their review. <br />• The City has received a proposal from Sysco. He explained that they have a parking shortage <br />and want to add 50 semi-truck parking spots and approximately 100 regular parking spots. <br />He stated that they are proposing to acquire 3-acres of City owned land and also plan to <br />• relocate the ponding. He indicated that one problem would involve a future land use <br />amendment issue, a rezoning issue and a re-plat issue. He stated that they are currently <br />
