She stated that they should have the right to speak in the first group, as they do pay property taxes whether they live here or not. Mayor Marty noted that for most meetings there is athree-minute limit and suggested changing the limit to five-minutes for each speaker. Council Member Gunn noted that there would be a large number of elderly residents who would not be able to stay for the entire meeting and residents should be allowed the first opportunity to speak before non-residents. Council Member Flaherty expressed concerns regarding the differentiation between residents and non-residents. He stated that they have allowed enough time at that particular venue where everyone will have an opportunity to speak. He noted that the problems start when the people continue to get back in line for rebuttal. Mayor Marty clarified that no one can rebut until everyone has had an opportunity to speak. Council Member Thomas stated that they have had numerous meetings where they have allowed everyone to speak and for one meeting allowing preferential order should not be a problem. She stated that it is her belief that no one thinks they are trying to prevent anyone from speaking but a process to speak should be setup just to maintain order. • Mayor Marty asked for clarification noting that they are the Council and EDA, it has been spoken as a continuation of the public hearing for the EDA and asked why they have to change hats. He asked why they couldn't conduct the meeting as the EDA. City Clerk/Administrator Ulrich explained that a public subsidy hearing is required to be held by the City Council. Bob Glazer referenced the June 20th meeting stating that he doesn't want to go into the meeting unprepared and asked if he could ask a few questions. He asked if the taxes would go down or up on a $150,000 home. Mayor Marty stated that he met with Shelly Eldridge and Stacy Kilvang from Ehlers a week ago and she stated that taxes would go down. He stated that he was told that on a $100,000 house the taxes would go down $1.00 and on a $200,000 house they would go down $2.00. He clarified that the numbers are not his, they are Ehlers. Mr. Glazer stated that he recently read an article in the Star Tribune that discussed 6,000 new jobs versus 3,000 new jobs and asked which number was correct. Council Member Gunn stated that 6,000 would be correct noting that it would be done in phases. . Council Member Thomas further clarified that some jobs would be considered `move' jobs and some of the jobs would be new, depending on the phases.
