She stated that they should have the right to speak in the first group, as they do pay <br />property taxes whether they live here or not. <br />Mayor Marty noted that for most meetings there is athree-minute limit and suggested changing <br />the limit to five-minutes for each speaker. <br />Council Member Gunn noted that there would be a large number of elderly residents who would <br />not be able to stay for the entire meeting and residents should be allowed the first opportunity to <br />speak before non-residents. <br />Council Member Flaherty expressed concerns regarding the differentiation between residents and <br />non-residents. He stated that they have allowed enough time at that particular venue where <br />everyone will have an opportunity to speak. He noted that the problems start when the people <br />continue to get back in line for rebuttal. <br />Mayor Marty clarified that no one can rebut until everyone has had an opportunity to speak. <br />Council Member Thomas stated that they have had numerous meetings where they have allowed <br />everyone to speak and for one meeting allowing preferential order should not be a problem. She <br />stated that it is her belief that no one thinks they are trying to prevent anyone from speaking but a <br />process to speak should be setup just to maintain order. <br />• Mayor Marty asked for clarification noting that they are the Council and EDA, it has been spoken <br />as a continuation of the public hearing for the EDA and asked why they have to change hats. He <br />asked why they couldn't conduct the meeting as the EDA. <br />City Clerk/Administrator Ulrich explained that a public subsidy hearing is required to be held by <br />the City Council. <br />Bob Glazer referenced the June 20th meeting stating that he doesn't want to go into the meeting <br />unprepared and asked if he could ask a few questions. He asked if the taxes would go down or <br />up on a $150,000 home. <br />Mayor Marty stated that he met with Shelly Eldridge and Stacy Kilvang from Ehlers a week ago <br />and she stated that taxes would go down. He stated that he was told that on a $100,000 house the <br />taxes would go down $1.00 and on a $200,000 house they would go down $2.00. He clarified <br />that the numbers are not his, they are Ehlers. <br />Mr. Glazer stated that he recently read an article in the Star Tribune that discussed 6,000 new <br />jobs versus 3,000 new jobs and asked which number was correct. <br />Council Member Gunn stated that 6,000 would be correct noting that it would be done in phases. <br />. Council Member Thomas further clarified that some jobs would be considered `move' jobs and <br />some of the jobs would be new, depending on the phases. <br />
