Mounds View City Council June 13, 2005
Regular Meeting Page 13
. that this was not something the City supported and their hand was forced. He stated that it gave
the opportunity to ask several questions of the developer noting that it also gave them the
opportunity to ask questions about drainage, access points and traffic concerns. He stated that
one of the issues discussed was the potential traffic increase on Louisa and Clearview. He stated
that there would be approximately 30 of the townhomes that would take direct access to
Clearview and Louise and it was asked if it would be possible for the two driveways or a single
combined driveway to be relocated onto Long Lake Road or alternatively to County Road H2.
He stated that it is a possibility from an engineering standpoint but they need to take a look to
determine if it is feasible. He stated that the next day they contacted Bonestroo, Rosene,
Anderlik and Associates to ask them to give us an idea of what it would cost to look at whether
or not the driveways could be rerouted. He stated that there are a number of things that would
have to be looked at including wetlands, storm water management and poor soil so there would
have to be extensive research done to find out if it would be possible. He stated that the initial
estimate was about $12,500 to do the work. He stated that he has provided an updated memo on
the project noting that the ballpark estimate for the work would be in a range from $11,500 to
$70,500. He stated that there is a resolution here that staff does support looking at this from a
community perspective. He stated that staff feels strongly that if there is a way to reroute these
driveways to Long Lake Road, a more appropriate location that it would be worthwhile to pursu
He indicated that Mr. Hartstad is not opposed to the City looking at this as an option. He stated
that the resolution would authorize Bonestroo, Rosene, Anderlik and Associates to do the
feasibility at a cost not to exceed $17,500.00. He stated it could come in less noting that it likely
that soil borings would be required.
Council Member Gunn clarified that if they do get the a royal to go off Long Lake Road then
pp
Greenwood would be closed.
Council Member Gunn asked if they would be able to use the soil borings that Mr. Hartstad
recently took.
e.
Community Development Director Ericson stated that they can and plan to utilize the current
boring samples noting that they would also have to take boring samples from specific areas
where the driveway would be routed. He stated that there is a significant variation between the
borings that were taken and they need to get a really good sense of what is underneath because
they don't want the driveway to sink.
Council Member Gunn asked why the City is paying for it and not Mr. Harstad. She asked if the
City could bill him.
Community Development Director Ericson stated that the City could bill him noting that he
would not pay it. He explained that this is something that is the responsibility of the City. He
stated that Mr. Harstad has an approved plan that shows the driveways accessing Greenwood
Drive going out Louis and Clearview and he is not obligated to reroute the drives on his own.
• Council Member Gunn asked if they have the results back on his soil borings and are they okay.
