Mounds View City Council September 12, 2005 <br />Regular Meeting Page 13 <br />• special projects fund so if it is used now, those dollars would not be available for the capital <br />improvement program. <br />Councilmember Thomas stated if there are no items in the 2006 general fund budget that can. be <br />paid for from the special projects fund, then it does not matter. She stated she does not think that <br />decision can be made tonight. <br />Councilmember Stigney suggested the use of the special projects fund instead of the vehicle <br />equipment fund. <br />Councilmember Thomas noted the vehicle equipment fund is not within the general fitnd, it is a <br />separate fund. <br />City Administrator Ulrich explained it is a general fund contribution and the amount varies from <br />year to year. He stated it could be paid from the special projects fund for one year but then it <br />comes back the next year, which is why he had suggested finding aone-time expenditure. <br />Councilmember Stigney stated money could also be used from the community fund and he thinks <br />there are enough other opportunities where it can come down to zero, <br />Councilmember Thomas stated that could be the case but she does not think the Council has the <br />information needed to make that decision tonight. She also does not support using special funds <br />• for anything other than aone-time purchase. <br />Councilmember Flaherty stated he is also not satisfied with 8% and noted Councilmember <br />Stigney is saying "let's put our feet to the fire and walk the walk." He noted residents need and <br />deserve a break and a zero percent levy. He stated he has no problem going to a 6% cap with a <br />goal of zero <br />Councilmember Gunn stated she also agrees with going to zero but has a problem with doing <br />things this year and trying to make it up the following year. She stated she wants to have the <br />opportunity to sit down and assure the correct decisions are made. She stated she supports an 8% <br />cap and then working to get it down to a zero increase. <br />Councilmember Stigney stated he wants a limit of 6% because it will work even without <br />Medtronic money. Councilmember Thomas stated it is just "financial shenanigans" until a line <br />item is identified and recommended. <br />Councilmember Gunn concurred. <br />Mayor Marty pointed out that this year there was no street improvement project so the onlything <br />being paid off is the 2003 projects. He noted that as former Finance Director Charlie Hansen <br />pointed out, it will increase taxes until the first project is paid off, then it will level off. He stated <br />everyone knows the streets and infrastructure need replacing so next year it will be much <br />different. He stated his support to adopt the resolution with an 8% cap instead of trying tonight <br />
