He noted it is the Council's responsibility to find those line items. <br />Councilmember Stigney stated the same discussion. will occur at the next meeting when the <br />budget is discussed. He stated now is the time to give the tax payers a break. , <br />Mayor Marty noted there are a number of projects over the next ten years that are to be paid from <br />the special projects fund and there is not enough money in there to fund all of the projects. <br />Vote on the amendment motion: <br />Ayes-2 (Flaherty, Stigney) Nays-3 (Gunn, Thomas, Marty). Motion failed. <br />Mayor Marty reiterated that the goal of the Council is to reduce the cap down from 8%. <br />Ayes-3 (Gunn, Thomas, Marty) Nays-2 (Flaherty, Stigney) Motion carried. <br />E. Resolution 6616 Awarding a Construction Contract, Awarding a Moving and <br />Storage Contract, and Approving a Letter Agreement with SEH for the City <br />Hall Rehabilitation Project <br />Public Works Director Lee advised that a total of ten bids were received for this project. 'The <br />• base low bid of $1,185,000 was submitted by Arkay Construction, Inc., of Golden Valley, <br />Minnesota. The bid alternate for the "tower" style entrance, an aesthetic enhancement, was <br />$30,000. A bid bond for 5% of the bid amount was included with the bid. It was noted that the <br />engineer's estimate was $1,200,000. He advised that the bidder met pre-qualification <br />requirements and SEH recommends they be awarded the bid. <br />Public Works Director Lee advised that the next step would be to sign a letter of agreement for <br />construction services with the engineering firm of SEH who would oversee the project. <br />Public Works Director Lee explained that in order to proceed with this project, City Hall <br />functions will need to be moved to alternate locations. The plan is for the Police Department to <br />be relocated to Ramsey County Offices in Arden Hills and the rest of City Hall Staff to be <br />relocated to the Community Center. City Official meetings will be conducted at the New <br />Brighton City Hall. <br />Public Works Director Lee presented the three quotes that were solicited for the moving and <br />storage contract. He advised the low quote was received from Truc-King, Inc. in the amount of <br />$6,012, which was substantially lower than the other two quotes. He explained there would be <br />some additional costs for boxes, storage containers, and dumpsters. <br />Public Works Director Lee reviewed a list of other items that the Council may wish to consider <br />• .including the hiring of a grading contractor to assure water is flowing away from the building; a <br />contractor to re-vegetate and landscape around the building, possibly reusing current plantings; a <br />
