Mounds View City Council September 26, 2005 <br />Regular Meeting Page 10 <br />• A es-5 Na s-0 Motion carried. <br />Y Y <br />Fire Chief Zikmund thanked the Council for this action and advised that this matter will go to the <br />Spring Lake Park Council next week and Blaine City Council on October 6. He invited all to <br />attend the ceremonial ground breaking on October 11 at 5 p.m. <br />Fire Chief Zikmund reported that the Blaine City Council did approve the bid for the purchase of <br />two fire engines and awarded the contract to General Safety Equipment. Staff will probably take <br />both engines since they will include some additional features if both are ordered. <br />On the EMAC request, Fire Chief Zikmund advised that staff continues to be in stand down <br />mode and no further action has been requested. <br />Mayor Marty asked the Fire Chief to pass on the City's appreciation to the Fire Department for <br />their work after the storm. <br />Fire Chief Zikmund reported the Fire Department had responded to 70 calls during that 14 hour <br />period or 15% of their total volume. The only serious call was a structure collapse but the state <br />patrol officer who lived in that area had already rescued the lady. <br />D. Consideration of Resolution 6636, a Resolution Approving a Minor <br />• Subdivision of 7851 Spring Lake Road <br />Community Development Director Ericson explained that Donald Olson has requested approval <br />to subdivide his lot located at 7851 Spring Lake Road. As proposed, the subdivision would split <br />off the rear 255 feet of 7851 Spring Lake Road, creating aland-locked lot. Mr. Olson resides at <br />2933 Oakwood Drive, directly south of the proposed new lot, and would like the new lot added <br />to his Oakwood Drive parcel to provide more backyard space. <br />Director Ericson noted the proposed subdivision is in the form of a Registered Land Survey. In <br />this case, there are four tracts of land created by the subdivision. Tract A runs the length of 7851 <br />Spring Lake Road and ranges in width from 7 feet to 16 feet. It would be deeded to the owner to <br />the north at 7865 Spring Lake Road. That will correct a 16 foot discrepancy between the plated <br />lines of the subdivision and where the monuments are located. Tract B is an eight foot wide strip <br />along the front of 7851 Spring Lake Road. This would be deeded to the City as Spring Lake <br />Road right-of--way. Tract C is the improved remainder of that lot while Tract D would be the <br />back of the lot, to be added to 2933 Oakwood Drive where Mr. Olson has his home. <br />Director Ericson advised this property was reviewed by the Planning Commission and it found <br />the remaining lot satisfies all regulations. Tract D would satisfy all requirements if fronting <br />right-of--way but it does not front full right-of--way so the City is requesting a deed restriction be <br />added that would indicate "Tract D does not constitute an independent buildable lot and shall not <br />• be developed for any purpose other than typical accessory uses implied or expressly permitted by <br />the Mounds View Zoning Code."
