Mounds View City Council September 26, 2005 <br />Regular Meeting Page 9 <br />• paid in full the utility billing and the City's Fire Marshal has inspected the location currently <br />called Jake's Sports Cafe and issued a satisfactory report. <br />Administrative Assistant Crane noted that Thomas Stuart still needs to submit a Certificate of <br />Insurance for his liquor license. She advised that she informed Mr. Stuart that this Certificate is <br />needed before the City can forward his application to the Minnesota Department of Public <br />Safety. City Administrator Crane stated Staff recommends that the City Council approve City <br />Tavern's On Sale Intoxicating Liquor License pending receipt of their Certificate of Insurance. <br />Councilmember Flaherty noted they are requesting to remain open until 2 a.m. and asked if that <br />is also in effect for other establishments. Administrative Assistant Crane answered in the <br />affirmative, noting Roberts and the Mermaid are both open until 2 a.m. <br />MOTION/SECOND: Gunn/Thomas. To waive the reading and adopt 6600 A Transfer of <br />Ownership of an On-Sale Intoxicating Liquor License for Jake's Sports Cafe located at 2400 <br />Highway 10. Transfer of Ownership is from Mounds View Jake's Inc., to Thomas Stuart. <br />Ayes-5 Nays-0 Motion carried. <br />C. Consideration of Resolution 6637 Approving Bid Package One for Fire <br />Station Number 5 Site Work <br />• Fire Chief Zikmund introduced Mark Halveson, Project Executive, and Pat Sims, Project <br />Manager. <br />Mr. Halveson stated bids for Package One were opened on September 22, 2005 and there are five <br />contracts to be awarded. Staff interviewed all apparent low bidders and all are Minnesota <br />contractors, two of which are local firms. Mr. Halveson stated he is happy to report that the bids <br />are within one-half of one percent of the budget at this point. <br />Mr. Halveson advised they expect Bid Pack Two for the building package and remaining <br />elements to be issued mid-October for bids on that packet, which will be due mid-November. <br />Mr. Halveson presented the apparent low bidders for the five contracts as follows: Northland <br />Contractor for .the earthwork; Nobel Nursery for the landscaping; Midwest Asphalt for the <br />asphalt and site concrete; Northland Concrete for the footings and foundations; and Moline <br />Concrete for the pre-cast concrete. Mr. Halveson reviewed the bid recap summary. <br />Finance Director Beer asked about the large discrepancy of $100,000 between the bid from <br />Northwest Asphalt and the engineer's estimate for the earthwork. Mr. Halveson explained that <br />Alternate 3 is a significant soil correction item that was not included in the original engineer's <br />estimate but was included in the addendum after the budget was set. <br />• MOTION/SECOND: Flaherty/Marty. To waive the reading and adopt Resolution 6637 <br />Approving Bid Package One for Fire Station Number 5 Site Work. <br />
