Mounds View City Council September 26, 2005 <br />Regular Meeting Page 25 <br />• Councilmember Thomas stated if the City is to put out an expense, it is in maintaining control <br />over the runoff and to then turn around, at some point, when it may be feasible to do single- <br />family. But, the Council is not going to be at that point until the development on County Road <br />H2 is completed. She stated to protect the wetland is the value that could be discussed at this <br />point as well as to have lower traffic numbers. <br />Councilmember Flaherty stated that is not an option unless it is looked at whether the City should <br />consider making an offer. <br />Councilmember Thomas stated her suggestion is to discuss true cost at face value without <br />considering a revenue after development. <br />Mayor Marty stated if the City starts talking to other developers about marketing, it may take too <br />long and the trees could be bulldozed. <br />Councilmember Gunn asked if they are considering all or part of the land, or one of the ponds. <br />She stated the Council also needs to discuss where the money would come from. <br />Mayor Marty stated it seems to him the cost will be too prohibitive. He noted the issues are <br />wetlands, traffic safety, and adhering to the Comprehensive Plan on the eastern-most section. <br />• Councilmember Thomas stated she thinks that 34 units will be cost prohibitive but is fine with <br />talking about it. <br />Mayor Marty asked if the Council wants to hold a 10-minute executive session tonight following <br />adjournment. <br />Councilmember Flaherty stated he does not know what the Council would even discuss. <br />Director Ericson stated he has consulted with Mr. Harstad who indicated he will not delay his <br />development while the City explores projects with other developers or conducts studies. He <br />advised that Mr. Harstad has indicated he is willing to consider an offer, if made, or he will move <br />forward. <br />City Attorney Riggs stated the Council needs to state on the record the definition of the property <br />being considered. <br />Councilmembers Flaherty, Gunn, and Thomas indicated a willingness to hold a 10 minute closed <br />session to assess the acquisition opportunities associated with Harstad's Red Oak Estates #3. <br />L. Resolufion 6643 Disposal of Golf Course Memorial Items <br />Golf Course Manager Burg explained that a family came to the golf course and asked to receive <br />• back a tree they planted in memory of their loved one. She stated she returned the memorial <br />plaque to them. The Japanese Lilac tree is next to Judicial Ditch #1 and will be within the <br />
