Mounds View City Council September 26, 2005
Regular Meeting Page 5
• 8. COUNCIL BUSINESS
A. 7:05 PM: Consideration of the SYSCO Second Addition Preliminary Plat,
the Rezoning of the Three-Acre Piece of SYSCO Outlot A, the disposition of
the Three-Acre Piece of SYSCO Outlot A to SYSCO, and the Vacation of an
Excess Easement and Excess Right-of--Way:
1. Public Hearing and Consideration of Resolution 6627 Approving the
SYSCO Second Addition Preliminary Plat
2. Public Hearing, First Reading and Introduction of Ordinance 761
Rezoning the Three-Acre Piece of SYSCO Outlot A from I-1, Light
Industrial, to PUD, Planned Unit Development
Mayor Marty opened the Public Hearings at 7:28 p.m.
Community Development Director Ericson stated that he will present the Staff report for both
SYSCO public hearings. He advised that SYSCO Minnesota. has submitted an application for a
major subdivision of their land located at 2400 County Road J and the City-owned land between
SYSCO and the golf course. The subdivision is a replat of the original SYSCO plat, approved in
1989. The replat takes three acres from SYSCO Outlot A .and combines it with SYSCO Lot 1,
Block 2. Currently, the developed SYSCO parcel is 24.2 acres while the undeveloped Outlot A
• is 45.8 acres. After the subdivision, the SYSCO site would be 27.2 acres and the undeveloped
outlot reduced to 42.9 acres.
Director Ericson explained that in addition to consideration of the preliminary plat, the area to be
transferred will need to be rezoned to be consistent with the SYSCO site and ordinances
approved relating to the transfer.
Director Ericson reviewed the road alignment and right-of--way that was not vacated in 1989, but
utilities are present. Ramsey County was asked if they want to retain it but if not, then Staff
recommends it be returned as one larger lot. The SYSCO lot is zoned Planned Unit
Development (PUD) and the proposed subdivision would be consistent with the existing zoning
of the property. The three acre piece being subdivided from Outlot A is zoned I-1, Light
Industrial, which is not inconsistent with the SYSCO property. However, rather than having one
piece with dual zoning designations, Staff prefers to have all of it with the PUD zoning
designation. The Planning Commission recommended approval of that rezoning.
Director Ericson explained that with the preliminary plat, Staff looked at easements, park
dedication fees, and other aspects related to subdivision ordinance regulations. The request is
straight forward by taking three acres from Outlot A and deeding it to SYSCO to make room for
their expanded parking lot and allow for the relocation of the drive aisle. An easement needs to
be vacated with the subdivision and the relocated lot line will cross the wetland easement but that
• easement is not needed because they plan to fill approximately one-half acre of land.
