Mounds View City Council April 13, 2009 <br />Regular Meeting Page 3 <br />• <br />The Council discussed its interpretation of the Charter amendment. <br />Clerk-Administrator Ericson stated he will contact the Charter Commission regarding this <br />discussion and request clarification prior to consideration of Second Reading. <br />Ayes - 5 Nays - 0 Motion carried. <br />B. Resolution 7432, Authorizing a Residential Kennel License for William <br />Carlson and Georganne Neitz, located at 8041 Long Lake Road. <br />Assistant Clerk-Administrator Crane presented the request of William Carlson and Georganne <br />Neitz, 8041 Long Lake Road, for a residential kennel license. She advised they have submitted a <br />petition signed by more than 50% of registered landowners within 500 feet, which has been <br />verified. There have been no reported Police complaints or incidents and all applicable fees have <br />been paid for this license. Staff recommends approval. <br />Mayor Flaherty opened the floor for public comment. There were no comments. <br />Dan Larson, 8046 Woodlawn Drive, stated he lives behind the applicant and has no objection. <br />Mayor Flaherty asked if there have been any complaints with barking or cleanup. <br />Georganne Neitz, 8041 Long Lake Road, applicant, stated there have been none, they take good <br />care of their dogs, and understand the requirements should they adopt a fourth dog. <br />MOTION/SECOND: Mueller/Gunn. To Waive the Reading and Adopt Resolution 7432, <br />Approving a Residential Kennel License located at 8041 Long Lake Road for William Carlson <br />and Georganne Neitz. <br />Clerk-Administrator Ericson recommended the first Whereas of the resolution be amended to <br />clarify there will be four dogs. <br />Ms. Neitz assured the Council that the residents who signed the petition were aware there would <br />be four dogs. <br />Council Members Mueller and Gunn agreed with a friendly amendment to revise the first <br />Whereas and fourth Resolved paragraphs to indicate there will be four dogs. <br />Council Member Stigney noted the requirement that the property has to be properly cleaned in a <br />sanitary condition. Assistant Clerk-Administrator Crane advised the property has been inspected <br />so that condition can be removed as met. <br />• Council Members Mueller and Gunn agreed with a friendly amendment to remove that condition <br />since the property has been inspected. <br />
