Mounds View City Council Apri113, 2009 <br />Regular Meeting Page 9 <br />The Council discussed the number of vehicles replaced last year, noting the City maintains an 11 <br />vehicle fleet. Patrol vehicles are kept for five years but other vehicles are kept for a longer period <br />of time. <br />Ayes - 5 Nays - 0 Motion carried. <br />G. Second Reading of Ordinance 818, an Ordinance Amending Chapter 1106 of <br />the City Code (Conditional Use Permits for Dynamic Display Signs) (ROLL <br />CALL VOTE). <br />Community Development Director Roberts presented the ordinance amendment to address <br />conditional use permits (CUP) for dynamic display signs and recommended adoption upon roll <br />call vote and to publish the ordinance in summary. <br />MOTION/SECOND: Gunn/Hull. To Waive the Reading, Approve the Second Reading, and <br />Adopt Ordinance 818, an Ordinance Amending Chapter 1106 of the City Code (Conditional Use <br />Permits for Dynamic Display Signs) and to Publish in Summary. <br />Council Member Stigney questioned whether the language is adequate should the sign become an <br />annoyance to adjoining properties. Community Development Director Roberts stated he is <br />confident the CUP language and Sign Code language adequately addresses that matter. <br />• Council Member Mueller asked if this ordinance should be published in full since owners of <br />dynamic signs may need to know this information. Clerk-Administrator Ericson stated the <br />ordinance will be posted in full on the City's website, staff has already notified affected <br />properties, and explained this is a very large ordinance so it would not be cost effective to <br />publish in full in the newspaper. The City has already mailed out letters to all of the sign owners <br />affected so they are aware of the changes. <br />ROLL CALL: Hull/Stigney/Muller/GunnlFlaherry. <br />Ayes - 5 Nays - 0 Motion carried. <br />H. Resolution 7437, Approving the Purchase Agreement for Wetland Banking <br />Credits for the County Road 10 Trailway Project: Segments 1-5 Project, and <br />Authorizing Payment. <br />Joe Rhein, Consulting Engineering with Bonestroo, presented staff's recommendation to <br />purchase wetland banking credits to meet the requirement to mitigate wetland impacts at a ratio <br />of 2:1 for Segments 1-5 of the County Road 10 trail project. He presented the purchase <br />agreement, which had been reviewed and approved by the Seller and City Attorney, totaling <br />$3,659.04 plus administrative fees to BWSR of $237.83. <br />• Council Member Stigney asked if Mounds View has any banked wetland credits. Mr. Rhein <br />stated they checked but the City has no wetland credits remaining. <br />
