Once <br />approved, it would apply only to newly constructed buildings. <br />6. SPECIAL ORDER OF BUSINESS <br />A. Mrs. Senior Mounds View -Shirley Manson. <br />Mayor Flaherty acknowledged Mrs. Senior Mounds View, Shirley Manson, who will compete in <br />the Ms. Senior Minnesota Pageant on September 16, 2009. He commented on Ms. Manson's <br />community contributions and activities, and wished her well at the State competition to be held <br />in September. <br />7. COUNCIL BUSINESS <br />A. 7:05 p.m. Public Hearing: Second Reading and Adoption of Ordinance 825, <br />Implementing a Franchise Fee on Center Point Energy Natural Gas <br />Operations within the City of Mounds View. <br />Finance Director Beer advised the consideration is for second reading of the ordinance and <br />adoption by roll call vote. The ordinance would continue the agreement with Center Point <br />Energy to collect a franchise fee in the amount of 3.79% of Center Point's natural gas gross <br />operating revenue for services in Mounds View during the year 2010. Staff recommends <br />. adoption and that a summary ordinance be published in the Sun Focus. <br />Mayor Flaherty opened the public hearing at 7:14 p.m. <br />Hearing no public input, Mayor Flaherty closed the public hearing at 7:14 p.m. <br />MOTION/SECOND: Gunn/Mueller. To Waive Second Reading and Adopt Ordinance No. 825, <br />Implementing a Franchise Fee on Center Point Energy Natural Gas Operations Within the City of <br />Mounds View, and Publication by Summary Ordinance in the Sun Focus. <br />Council Member Hull stated his preference to lower the fee by one-quarter percent. <br />Mayor Flaherty stated when enacted in 1992, the City was in financial straights and this fee was <br />to gather additional revenues. He stated that past meeting minutes indicate the fee was to sunset <br />once the City had a firmer financial standing. However, that did not occur. He stated roughly <br />60% comes from business and 40% from residents and his preference remains to lower the <br />percentage. <br />Council Member Stigney pointed out that lowering this fee would place more burden on the <br />taxpayer. This is an alternate method of taxation that ultimately benefits the taxpayers, and he <br />does not support lowering it. <br />• ROLL CALL: Gunn/Mueller/Hull/Stigney/Flaherty. <br />
