Mounds View City Council October 12, 2009 <br />Regular Meeting Page 5 <br />plan for Moe's, 2400 Highway 10, to the October 26, 2009, Council meeting. <br />Ayes - 5 Nays - 0 Motion carried. <br />F. Resolution 7512, Authorizing Fencing Improvements to Ball Field Backstops <br />at Silver View Park, City Hall Park, Groveland Park, and Hillview Park. <br />Public Works Director DeBar reported on the aging fence conditions at Silver View Park, City <br />Hall Park, Groveland Park, and Hillview Park and recommendation of the Parks and Recreation <br />Commission and staff for Lambert Parl, fencing improvements. With regard to Lambert Park, <br />fencing improvements are needed but recommended to be performed when the Lambert Park <br />building is constructed. He reviewed the specifications of proposed fencing to assure player and <br />spectator safety and presented the three quotes received. Public Works Director DeBar stated the <br />improvements are in the current year budget and would be paid from the Park Dedication Fund. <br />Council Member Mueller asked if the need for these improvements was raised several years ago. <br />Mayor Flaherty stated it was first brought up in 2005 or 2006. Council Member Mueller asked if <br />shrubbery recently removed at Groveland Park contributes to fence deterioration, is that why the <br />bushes were removed from Groveland Park? Public Works Director DeBar stated that removing <br />those particular shrubs had more to do with maintenance since the faster growth vegetation had <br />gotten out-of hand. <br />MOTION/SECOND: Mueller/Stigney. To Waive the Reading and Adopt Resolution 7512, <br />Authorizing Fencing Improvements to Ball Field Backstops at Silver View Park, City Hall Park, <br />Groveland Park, and Hillview Park, with the correction of several typographical errors. <br />Mayor Flaherty stated this need was put off several years ago; however, there is a need to assure <br />safety to protect spectators from foul balls. <br />Ayes - 5 Nays - 0 Motion carried. <br />8. CONSENT AGENDA <br />Council Member Mueller asked to remove Item F. <br />A. Licenses for Approval. <br />B. Set a Public Hearing for Monday, November 23, 2009, at 7:05 p.m., to <br />Approve the 2010 Mounds View Fee Schedule. <br />C. Resolution 7511, Authorizing a One-Day Charitable Gambling Permit <br />(Raffle) for the New Brighton/Mounds View Rotary at The Mermaid on <br />Apri116, 2010. <br />D. Set a Public Hearing for Monday, October 26, 2009, at 7:05 p.m. for the <br />Introduction and First Reading of Ordinance 837, Code Amendment about <br />Voting Requirements for Zoning Code Amendments. <br />
