Mounds View City Council January 23, 2006 <br />Regular Meeting Page 16 <br />• Councilmember Stigney stated that he favors the PUD route with some constraints in there if <br />there are problems with proof of parking, it will be identified in a legal form. He stated his <br />opposition to a sidewalk to the Community Center. <br />Councilmember Gunn and Mayor Marty stated their support for amending the PUD. <br />City Administrator Ulrich questioned the easements for the sidewalk to allow the flexibility to do <br />that later. Director Ericson stated staff will put something together for the next Council agenda. <br />Councilmember Thomas asked for clarification if the Council should have the City Attorney <br />work on whether or not further credits are needed to be issued and what will be done in the <br />future. She stated her concern with future owners as far as what the City can do. <br />City Attorney Riggs stated arguably yes, it can be worked into the document, but there have been <br />significant issues with pilot type payments. <br />Councilmember Thomas stated that perhaps it would not be a pilot payment. City Attorney <br />stated that it would be an exchange of land use right. <br />Councilmember Thomas asked if cash would need to change hands until it was needed. City <br />Attorney Riggs stated he would work with Director Ericson on the issue. <br />. Councilmember Thomas confirmed that changing the PUD is the bottom line and any further <br />need for seven more stalls will be written into the PUD. <br />The Beltings thanked the Council. <br />D. Resolution 6721 Step Increases for Sgt. Steve Menard and Officer Peter <br />Berling <br />Assistant to the City Administrator Crane explained that Sergeant Steve Menard and Officer <br />Peter Berling are current employees with the City. Their supervisor has reviewed their <br />performances as it relates to the responsibilities contained in their job description. It was <br />determined that both Sergeant Menard and Officer Berling have more than satisfactorily <br />performed in the capacity of their position. Step increase wage adjustment is consistent with the <br />personnel Manual and Labor Agreements and recommended for approval. <br />MOTION/SECOND: Stigney/Thomas. To waive the reading and adopt Resolution 6721 Step <br />Increases for Sgt. Steve Menard and Officer Peter Berling. <br />Ayes - 4 Nays - 0 Motion carried. <br />E.
