Mounds View City Council Apri110, 2006 <br />Regular Meeting Page 12 <br />• Townsedge Terrace, in opposition to the project. <br />Mayor Marty stated that this does indicate that the owner of the Skyline Motel may be willing to <br />sell to another developer or another use that may come along. <br />Mayor Many noted that Councilmember Thomas wanted to keep billboards off Old Highway 8 <br />for the residents' sake, but then indicated it would be acceptable to put a septage treatment plant <br />in their backyards. <br />Councilmember Thomas indicated she made no such statement and that the Mayor's comment <br />was incorrect. <br />Ayes - 5 Nays - 0 Motion carried. <br />William Werner, 2765 Sherwood Road, questioned how the process was started. Mayor Marty <br />explained a purchase agreement was made and the buyer needed a conditional use permit for the <br />intended use. <br />Mayor Marty recessed the meeting at 8:33 p.m. <br />Mayor Marty called the meeting back to order at 8:42 p.m. <br />Mayor Marty introduced new Metropolitan Council representative Kns Sanda. <br />Ms. Sanda stated she is the newly appointed Metropolitan Council representative for the district. <br />She indicated she was visiting the City Councils of all the cities in the district. <br />Ms. Sanda stated that Mounds View currently has a wonderful process, and it is a local call to <br />make the decision on the environmental processing plant. She indicated that the number of <br />septic tank properties are increasing in the metropolitan area, and by 2030, there is going to be <br />about 75 more septic tank properties for residential owners in the metropolitan area. She <br />indicated part of it is because there is construction being allowed in what were previously <br />wetland areas, and there are new methodologies on septic systems and the type of buildings that <br />are being constructed. She explained there are former sod farms in Blaine that are being <br />converted into housing. She stated there is a paradigm shift in the housing being built and the <br />type of housing people want to buy. Ms. Sander thanked the Council for the opportunity to <br />address the City. <br />B. Introduction and First Reading of Ordinance 771, an Ordinance Amending <br />Chapters 502 and 503 Regarding Liquor Licenses. <br />Community Development Director Ericson explained that the first proposed amendment changes <br />the code to require that a public hearing be conducted for every new, transferred or renewed <br />. license. He noted this change is recommended based on feedback from residents who would <br />have wanted to provide input during license renewals. <br />
