Mounds View City Council April 10, 2006 <br />Regular Meeting Page 16 <br />• Mr. Thomas stated this could be considered a friendl amendment. <br />Y <br />Mr. Thomas stated that the term "element" is a very significant issue, and the goal is to try to <br />achieve consistent terminology throughout the City Charter. He stated the items are pieces or <br />elements of the plan. He stated that within Chapter 7, the Commission has tried to achieve <br />consistency throughout the whole chapter. He indicated for the process to work, there must be <br />total and complete agreement. He noted that Councilmember Stigney did not have any <br />suggestions on how to make the wording consistent at the Work Session. <br />Councilmember Stigney stated he did not care how the breakdown was described, but that he was <br />against renaming items to elements that are already defined as programs. <br />Councilmember Thomas wondered what makes the item a program. She stated the word <br />"program" is being used incorrectly, and the items should be referred to as an element as part of <br />the financial plan. <br />Councilmember Flaherty stated the term "element" is in the correct context as a portion of the <br />entity. <br />Councilmember Thomas stated that any amendment would result in the resolution being brought <br />• back to the Charter Commission. <br />Mayor Marty stated he concurred with Councilmember Stigney. <br />Councilmember Gunn stated that the whole purpose of the Charter Commission is to go through <br />the Charter and update it to make it more relevant to today. She stated that changing the wording <br />to element makes more sense. <br />Mr. Thomas indicated that Councilmember Stigney helped two and three years ago, and no <br />response was received this year, and now at the process of adoption, he is bantering over the <br />word "element" and leaving out the improvements of seven pages of incredibly difficult work to <br />do over three years. <br />Councilmember Stigney indicated that a closer look should be taken at the word "element". <br />Mr. Thomas stated that Councilmember Stigney should have asked him a year ago about this. <br />Mayor Marty asked if the resolution was presented a year ago. Mr. Thomas stated it was. <br />Mr. Thomas stated that copies were distributed and people could have been working on it. He <br />stated that work is being done in a statutory environment where nothing can be changed tonight <br />without the Charter Commission discussing it. He indicated it is difficult to grasp reworking the <br />entire chapter because someone does not like the word "element". <br />
