To waive reading and approve Introduction, and <br />First Reading of Ordinance 778, an Ordinance Implementing a Franchise Fee on Xcel Energy <br />Electric and Natural Gas Operations within the City of Mounds View for the Year 2007. <br />Ayes - 5 Nays - 0 Motion carried. <br />B. Public Hearing, Introduction, and First Reading of Ordinance 779, an <br />Ordinance Implementing a Franchise Fee on Center Point Energy Natural <br />Gas Operations within the City of Mounds View for the Year 2007. <br />Finance Director Beer stated it would be a continuation of the agreement with Centerpoint for <br />4% franchise fee. He noted there is only one Centerpoint customer in the City and the revenue <br />generated is very low. He stated that Medtronic has the option to choose between Centerpoint <br />and Xcel and revenues from Centerpoint could go up. <br />Mayor Marty opened the public hearing at 7:53 p.m. <br />Hearing no comment, Mayor Marty closed the public hearing at 7:53 p.m. <br />Councilmember Thomas asked if there was any response from Centerpoint. Finance Director <br />• Beer replied that the agreement was not amended and Centerpoint did not respond. He also <br />pointed out a few typos in the staff report. <br />MOTION/SECOND: THOMAS/FLAHERTY. Public Hearing, Resolution 6906 Holding a Public Hearing, Approving the <br />Feasibility Report and Ordering the County Road 10 Trailway Project for <br />Segments 9 &10 <br />Public Works Director Lee explained that in January, the Council authorized a feasibility report <br />regarding construction of a trailway on the south side of County Road 10 between Silver Lake <br />Road and Long Lake Road. He stated it was reviewed at a work session and was set as a Council <br />agenda item on August 14th. <br />Director Lee explained that the project proposed is a 10-foot bituminous trailway, which would <br />include a boardwalk. He noted it includes pedestrian scale lighting and every 5th light will have a <br />City medallion. He stated the project proposes storm water infiltration features and water quality <br />enhancement, which will include vegetated areas and rain gardens. He stated landscape features <br />• will be included such as mass plantings such as tall grasses mixed with perennial plants, <br />including landscape mounds and tree groves. <br />
