Mounds View City Council August 28, 2006 <br />Regular Meeting Page 8 <br />Director Lee noted there would be five benches installed, six trash receptacles, a bike rack, <br />planters, three locations for signage and an information kiosk for City information. He stated <br />that the project also identified seven trailway alternative connections. <br />Director Lee explained that the estimated cost of the project is $736,800, with the connection <br />alternatives at a cost of $468,300, for a total cost just over $1.2 million. He noted where the <br />connection alternatives are and identified where they would be located. He explained where <br />there would be a wetland overlook and crossing. He stated there would be a connection at Silver <br />View Plaza, which would connect to private properties, and a trailway for the Ramsey County <br />Library. <br />Director Lee stated Staff recommends holding off on the alternative connections but approving <br />the initial construction. He stated that the City could postpone the connection alternatives until <br />the trailway is finished. He stated that if the connection alternatives are 100% funded by the <br />private properties, the City could go forward with those. <br />Director Lee noted the Council must examine funding sources such as TIF. He noted the project <br />schedule, and if the Council approves the project, construction would begin January 2, 2007, <br />with the project completed in Fa112007. <br />Director Lee stated that Staff recommends approving the feasibility report, order the project, and <br />authorize the preparations of plans and specifications. He stated if the Council would like to go <br />forward with the connection alternative, that they begin looking into easement. <br />Director Lee stated direction is needed regarding if the base project is acceptable as proposed, <br />how the City would like to deal with connection alternatives, and how the project should be <br />funded. <br />Mayor Many opened the public hearing at 8:09 p.m. <br />Jonathan Thomas, 8040 Groveland Road, stated he has significant concern about the trees and <br />shrubs that were a part of the walkway plan along the highway. He stated that such landscaping <br />could lead to very difficult visibility for side roads connecting to the main road. He urged <br />caution regarding visibility when planning. <br />Director Lee stated that agenda item 7L deals with design and landscaping. He stated that the <br />goal is to discuss a consistent landscape plan for the entire corridor and ensuring proper sight <br />lines going forward. <br />Mike Reed, 2208 Lois Drive, asked how many people would use the path. He noted that it is an <br />awful lot of money to be spending if the City does not know how it will be used. Mayor Marty <br />replied that Silver View Park Trails are used very often and the trailway on County Road H is <br />• also being used. He stated the City is trying to make County Road 10 a safe corridor for <br />residents. He stated that the sidewalks and trailways that have been put in already have been used <br />
