He further said that for 2007 there is a needed transfer of about $200,000 to that account. Finance Director Beer indicated there is $147,000 in the Community Center Fund that will be eaten up rather quickly if the funds transfer is not increased. Finance Director Beer indicated the regional pond would cost $600,000 and paying for that out of the storm water fund would require an increase in rates. He then said that TIF could be used to fund it to alleviate the need for a rate increase in the immediate future and it would be a TIF eligible expense and, since the legal determination has not yet been made that the City needs to document that it was not TIF interest, it would eliminate legal issues with the state auditor. Finance Director Beer reviewed investment income and the portfolio information with Council. Finance Director Beer reviewed finance department operations for the third quarter. Finance Director Beer indicated that as part of the process of certifying that 90% of the police are smoke free one of the officers felt that since he smokes cigars, on occasion, though he is not a smoker he did not feel right signing it so they are not above 90% so there will not be a 10% discount but most of the City is smoke free. • Mayor Marty applauded the different departments for coming in at or under budget again this year. 2. Police Department Quarterly Report Chief Summer provided Council with a review of the Police Department Quarterly Report. Mayor Marty asked for information on video monitoring. Chief Summer indicated he is researching it. Mayor Marry indicated that he has had no negative comments regarding the police department on the enforcement. 3. 2007 Legislative Agenda City Administrator Ulrich reviewed the legislative policies from the League of Minnesota Cities. He then said that the City is interested in funds for noise wall construction along Highway 10, transportation funding with the passage of the constitutional amendment, and volunteer fire fighter pension benefits to provide another incentive to register part time fire fighters. City Administrator Ulrich indicated that administrative offense is something that Council has discussed as it will benefit residents and enforcement efforts by giving the officers flexibility.
