He further said that for 2007 there is a needed <br />transfer of about $200,000 to that account. <br />Finance Director Beer indicated there is $147,000 in the Community Center Fund that will be <br />eaten up rather quickly if the funds transfer is not increased. <br />Finance Director Beer indicated the regional pond would cost $600,000 and paying for that out of <br />the storm water fund would require an increase in rates. He then said that TIF could be used to <br />fund it to alleviate the need for a rate increase in the immediate future and it would be a TIF <br />eligible expense and, since the legal determination has not yet been made that the City needs to <br />document that it was not TIF interest, it would eliminate legal issues with the state auditor. <br />Finance Director Beer reviewed investment income and the portfolio information with Council. <br />Finance Director Beer reviewed finance department operations for the third quarter. <br />Finance Director Beer indicated that as part of the process of certifying that 90% of the police are <br />smoke free one of the officers felt that since he smokes cigars, on occasion, though he is not a <br />smoker he did not feel right signing it so they are not above 90% so there will not be a 10% <br />discount but most of the City is smoke free. <br />• Mayor Marty applauded the different departments for coming in at or under budget again this <br />year. <br />2. Police Department Quarterly Report <br />Chief Summer provided Council with a review of the Police Department Quarterly Report. <br />Mayor Marty asked for information on video monitoring. <br />Chief Summer indicated he is researching it. <br />Mayor Marry indicated that he has had no negative comments regarding the police department on <br />the enforcement. <br />3. 2007 Legislative Agenda <br />City Administrator Ulrich reviewed the legislative policies from the League of Minnesota Cities. <br />He then said that the City is interested in funds for noise wall construction along Highway 10, <br />transportation funding with the passage of the constitutional amendment, and volunteer fire <br />fighter pension benefits to provide another incentive to register part time fire fighters. <br />City Administrator Ulrich indicated that administrative offense is something that Council has <br />discussed as it will benefit residents and enforcement efforts by giving the officers flexibility. <br />
