Mounds View City Council November 27, 2006 <br />Regular Meeting Page 3 <br />employment of November 28, 2006. He further said that he has rated her performance <br />satisfactory and noted there were some issues that Council wished to address in executive session <br />and, upon receipt of her resignation, that meeting was canceled. <br />City Administrator Ulrich recommended approval of the step increase of 5% from October 17 to <br />November 28, 2006. He then noted that the Union has f led a grievance and the claim of the City <br />is that the personnel policy states that Council must approve any step increases and the Union is <br />prepared to argue that point. <br />Council Member Flaherty asked what the dollar amount would be. <br />City Administrator Ulrich indicated it would be an increase from $18.31 to $19.46 per hour so a <br />dollar an hour for about five weeks for an approximately amount of $200 to $250. <br />Council Member Stigney said that it seems to him that the contract language and the Union <br />interpretation is saying that by the time the six month review is due it is too late to do anything <br />about it so he would like to review this to see what can be changed so that these types of <br />situations do not turn into a legal operation. <br />City Administrator Ulrich indicated it would be easier to handle this during a probation period. <br />He then recommended that the HR Committee recommend a policy of red flagging reviews for <br />employees on probation before the probation period is up. <br />Mayor Marty agreed that in order to deny the step increase City Council would need to have <br />executive sessions to document reasons for the delay of step increase. He then said that he would <br />like to have the personnel policy amended and the policy brought back before Council after <br />recommendation by the HR Committee. <br />Mayor Many indicated that the City is over a barrel because the six month probationary period <br />came and went and he does not feel it is worth pushing this at this time. He then read language <br />from the Code which indicated that, after the six month probationary period is over, there is a <br />stronger requirement to show that the employee is not performing satisfactorily. <br />Mayor Marty indicated that he would like all of the positions for step increases to be brought to <br />the Council prior to the anniversary date from now on. <br />MOTION/SECOND: Flaherty/Gunn. To Waive the Reading and Approve Resolution 6966, <br />Approving a Step Increase for Communications Coordinator Kimberly Blackford. <br />Ayes - 4 Nays - 0 Motion carried. <br />D.
