Mounds View City Council May 8, 2006 <br />Regular Meeting Page 13 <br /> <br /> 1 <br />Councilmember Stigney stated there are several amendments and language changes to the 2 <br />ordinance, and there should be something black and white before there final approval is made. 3 <br /> 4 <br />AMENDMENT MOTION/SECOND: GUNN/THOMAS. To amend the Ordinance in regard to 5 <br />Subdivision 6, Section 9, Item B, relating to location (and any other parts that need to be 6 <br />adjusted), to remove Old Highway 8 and insert County Highway 10 south of Woodale Drive to 7 <br />County Road H at the entrance to Mounds View in the commercial area only. 8 <br /> 9 <br />Councilmember Stigney stated it is discriminatory to allow billboards on the south side but not 10 <br />on the north side. He stated he does not want billboards on County Road 10 at all. 11 <br /> 12 <br />Councilmember Thomas stated she agreed with Councilmember Stigney but is putting the 13 <br />amendment back into the form that was made at the last meeting. 14 <br /> 15 <br />Mayor Marty stated the City is still working on the beautification of County Highway 10. He 16 <br />noted lighted trailways and landscaping will be added on both sides of the road. He stated that 17 <br />adding billboards on County Road 10 is contrary to the boulevard look. He added that the City 18 <br />cannot control the content of the billboards because they will be on private property. He 19 <br />commented the City could try and help Clear Channel talk with MnDOT or Ramsey County to 20 <br />find other locations that are not on County Highway 10. 21 <br /> 22 <br />Councilmember Stigney stated this would allow up to three billboards between Woodale Drive 23 <br />and County Road H with the spacing requirements for up to 30 years. He noted the results from 24 <br />the Town Hall survey indicated that only one resident wanted billboards on County Highway 10. 25 <br /> 26 <br />Councilmember Flaherty stated he is trying to protect the integrity and the character of the City. 27 <br />He stated the City had made a good effort to negotiate and have communicated to Medtronic that 28 <br />it would do anything possible to relocate the billboards, and it was all fine until Phase 2, when 29 <br />someone heard that they would be willing to buy them out. He stated that if the City needs to 30 <br />make a good faith effort to relocate the billboards as previously discussed, and should deal fair 31 <br />with Clear Channel, Medtronic, and any other businesses or potential businesses in the City. 32 <br /> 33 <br />Mayor Marty stated that Medtronic does not want billboards in their backyard, but are willing to 34 <br />have them in the City’s front yard. He stated that when one comes into Mounds View off I-35W 35 <br />or Highway 10, it is the gateway and entrance to Mounds View. He stated there will be an 36 <br />entrance sign on the north side of the road, and that was one of the reasons to keep billboards on 37 <br />the south side of the road. He stressed that he has never wanted billboards in town, and they 38 <br />were only used on the golf course so that the citizen taxpayers would not be taxed in order to pay 39 <br />for the golf course. 40 <br /> 41 <br />Mayor Marty stated that the City is not trying to stick Medtronic with the billboards. He stated 42 <br />he would personally do his best to help try to find locations in the areas that were previously 43 <br />agreed to on the first reading. He stated there was adequate spacing according to City Staff. He 44 <br />noted Staff changed the language to cap the number of billboards in the City to ten. He stated he 45
