Mounds View City Council May 8, 2006 <br />Regular Meeting Page 14 <br /> <br />feels that the billboards can be placed in other locations without putting them on County Road 1 <br />10. He stated billboards on County Road 10 will be there until 2037, and this will impact 2 <br />residents and future residents. He stated he is concerned with such a long range agreement. He 3 <br />stated he does not want to saddle the City and future councils with a poor decision. 4 <br /> 5 <br /> Ayes – 3 Nays – 2 (Marty, Stigney) Amendment Motion carried. 6 <br /> 7 <br />AMENDMENT MOTION/SECOND: GUNN/THOMAS. To restrict the billboard height on 8 <br />County Road 10 to 35 feet, and restrict billboard height of all other sites to 45 feet. 9 <br /> 10 <br />Councilmember Stigney wondered about the sign by the mobile home park. 11 <br /> 12 <br />Director Ericson commented that the existing sign on I-35W by the mobile home park is nowhere 13 <br />near 45 feet, but if there was a permit to replace it at a higher height, the City would disallow it 14 <br />because it is not zoned consistently. He stated the City should not have to worry about Clear 15 <br />Channel increasing the height to 45 feet. 16 <br /> 17 <br />AMENDMENT MOTION/SECOND: STIGNEY/MARTY. To exclude the billboard by the 18 <br />mobile home park from the height limitations. 19 <br /> 20 <br />Councilmember Thomas stated that there may be a legal issue with excluding this sign. 21 <br /> 22 <br />Director Ericson stated that there is not an interim use permit for that location, but if it was 23 <br />chosen to be rebuilt to gain the extra height, an interim use permit would be required, and the 24 <br />City would not approve it because it is not zoned consistently. 25 <br /> 26 <br />Councilmember Thomas stated the height limitations only apply to the areas where it is zoned. 27 <br />She indicated the particular sign is not zoned. 28 <br /> 29 <br /> Ayes – 4 Nays – 1 (Thomas) Amendment Motion carried. 30 <br /> 31 <br />(Amendment motion to restrict the billboard height on County Road 10 to 35 feet, and restrict 32 <br />billboard height of all other sites to 45 feet.) 33 <br /> 34 <br /> Ayes – 3 Nays – 2 (Marty, Stigney) Amendment Motion carried. 35 <br /> 36 <br />AMENDMENT MOTION/SECOND: STIGNEY/MARTY. To allow only one billboard on 37 <br />County Highway 10 between Woodale Drive and County Road H. 38 <br /> 39 <br />Ayes – 2 Nays – 3 (Flaherty, Gunn, Thomas) Amendment Motion failed. 40 <br /> 41 <br />AMENDMENT MOTION/SECOND: GUNN/THOMAS. To change the spacing requirement 42 <br />between billboards must be 500 feet for all state-controlled roadways and 1,500 feet for all other 43 <br />roadways. 44 <br /> 45
