Mounds View City Council Apri114, 2008 <br />Regular Meeting Page 3 <br />Mayor Marty opened the public hearing at 7:15 p.m. <br />Assistant City Clerk-Administrator Crane explained that a public hearing is required for liquor <br />licenses. She then explained that, in July of 2007, Robert's Sports Bar closed its doors and the <br />liquor license was suspended due to nonpayment of property taxes and a lapse in liquor liability <br />insurance. <br />Assistant City Clerk-Administrator Crane explained that all required documentation, background <br />investigations, and required inspections have been completed. Assistant City Clerk- <br />Administrator Crane noted that there have been noise complaints from the Robert's facility in the <br />past. <br />Staff recommends receiving public comments and approval of the liquor license and restaurant <br />license pending satisfactory fire marshal inspection. <br />Gary Dahle said that he is the only attorney in private practice in Mounds View. Mr. Dahle <br />introduced Kevin Halverson. Kevin Halverson operates Classic Pizza in several locations and <br />has many years of experience working in and owning/operating pizza restaurants. Mr. Dahle <br />indicated that Mr. Tulgren has been involved in the tavern business and listed the vaxious <br />businesses he has been employed by. <br />Mr. Dahle indicated that they would like to have approval of the liquor license prior to installing <br />the sprinkler system, due to the large expense in doing so. Mr. Dahle indicated that they expect <br />to employ 15 to 30 employees and operate a pizza restaurant/bar in this location. <br />Hearing no further public comments, Mayor Marty closed the public hearing at 7:23 p.m. <br />Council Member Flaherty asked if the new owners were aware of the noise issues with the <br />previous owners. He then asked whether bands will be used at this facility. <br />Mr. Tulgren indicated that they would occasionally have bands come in for special occasions. <br />Council Member Flaherty asked what type of crowd would be marketed. Mr. Tulgren said that <br />he would like a Brady's or Applebee's atmosphere and would plan to have night life two nights <br />per week. <br />Council Member Flaherty asked if the cigar bar will continue. Mr. Tulgren indicated that they do <br />not intend to operate the cigar bar. <br />Council Member Mueller asked for information on security. Mr. Tulgren indicated that they <br />would have proper security to insure that id's are verified. <br />Mayor Marty indicated that there have been noise issues for years with the prior owners and the <br />City would like to avoid that issue going forward. <br />
