To Waive the Reading and Introduce Ordinance 812 an <br />Ordinance Implementing a Franchise Fee on Xcel Energy Electric and Natural Gas Operations <br />within the City of Mounds View. <br />Council Member Flaherty asked for the information previously requested, if the franchise fee is <br />reduced by 1% or .5% what the loss of revenue would be. Staff agreed to prepare the <br />information and forward it to Council. <br />Ayes - 5 <br />Nays - 0 <br />Motion carried. <br />K. Continued Discussion on the Structure of the Public Works Director Position <br /> <br />• <br />Clerk Administrator Ericson explained that the City interviewed a candidate on July 28`" and the <br />individual was ranked highly and considered the top candidate. The Council has discussed <br />alternative employment arrangements such as a contract engineering service. Staff has put <br />together a letter offering employment however, the applicant has declined the offer. The <br />candidate has submitted a counter proposal to provide contract services to the City through his <br />contract agency. <br />Council Member Mueller said that she feels that the offer would be a clear conflict of interest and <br />she is not interested in the proposal. <br />Council Member Flaherty said that he would be interested in hearing a public presentation on <br />what the candidate could provide for the City. Clerk Administrator Ericson indicated that if that <br />is the desire of the Council, he would like the process opened up to other interested parties. He <br />then said that he would like to wait to see what the compensation study determines. <br />Mayor Marty indicated that he is not comfortable with the requirement or request that the City <br />award all work associated with the street reconstruction projects to the individual's firm. He then <br />said that he would not be comfortable with changing engineers on the street project midway <br />through the process because of the size of the project. <br />Council Member Stigney indicated that he would not want to talk to this individual based on his <br />requirement that the City use his engineering services. <br />Council Member Mueller suggested that Council consider hiring a less experienced person and <br />allowing that person to train with the consultant engineer and grow in the position. <br />Council will consider this matter again, as soon as the compensation study is complete. <br />8.
