First Reading and Introduction of Ordinance 811, an Ordinance <br />Implementing a Franchise Fee on Center Point Energy Natural Gas <br />Operations within the City of Mounds View <br />Mayor Marty said that in light of the City's budget and street and infrastructure reconstruction <br />program he feels that these funds are necessary. <br />Clerk Administrator Ericson said that he has requested feedback from the Chamber. <br />Mayor Marty said that he does not see how some of the obligations planned by the City could be <br />met without this fee. <br />Council Member Mueller said that in the position statement received from the Twin Cities North <br />Chamber they really are saying that the franchise fee is an unfair burden to the cost of doing <br />business in this community. She then said that the franchise fee is the most fair and equitable fee <br />that exists in the city, as it is based on energy consumption. <br />Council Member Mueller said that she feels the franchise fee is a more fair and equitable way of <br />raising revenue rather than the sales tax that some communities are using to help balance <br />budgets. <br />MOTION/SECOND: Mueller/Stigney. To Waive the Reading and Introduce Ordinance 811, an <br />Ordinance Implementing a Franchise Fee on Center Point Energy Natural Gas Operations within <br />the City of Mounds View. <br />Finance Director Beer indicated that Center Point has one customer in the City. <br />Ayes - 5 Nays - 0 Motion carried. <br />J. First Reading and Introduction of Ordinance 812, an Ordinance <br />Implementing a Franchise Fee on Xcel Energy Electric and Natural Gas <br />Operations within the City of Mounds View <br />Mayor Many noted this is the same as the previous item. <br />Finance Director Beer indicated that the City needs to provide 60 days notice to Xcel, which <br />means that this must be approved by the end of September to meet the required deadlines. <br />• <br />
