Mounds View City Council October 27, 2008 <br />Regular Meeting Page 2 <br />acres and the MPCA and Rice Creek Watershed District supporting policy documentation have <br />been updated. <br />Mayor Marty indicated that he is concerned with mining, quarrying, and stockpiling language. <br />Council Member Flaherty indicated that on Page 5, he is concerned about a penalty for someone <br />that disturbs the land prior to obtaining a permit. <br />Tom Winiecki said that he is thinking of widening his driveway by five feet and he wants to <br />know when he has to notify someone. <br />The Engineer, Joe Rhein, indicated that the resident would not need to notify anyone until March <br />of 2009. <br />Council Member Flaherty asked what happens if the work is suspended and the dirt remains <br />sitting on the site. <br />Council Member Mueller asked that the definition of NPDES be added to Page 10. <br />Mayor Marry would like to have the language read that the City will require a land alteration <br />permit at three acres or greater. <br />• Mayor Marty said that he would like to have a provision addressing potential damage by large <br />machinery to City streets. <br />MOTION/SECOND: Marry/Mueller. To Waive the Reading and Introduce the First <br />Reading of Ordinance 804, an Ordinance Amending Title 1300, Flood Control Regulations, by <br />Adding a New Chapter 1303 Entitled Construction Site and Land Disturbance Runoff Controls <br />as Amended During Discussions. <br />Council Member Mueller asked how the communication on the new requirements would happen. <br />Clerk Administrator Ericson explained that usually there is a preconstruction conference and <br />staff will make sure that developers are provided the information on City requirements. <br />Ayes - 5 Nays - 0 Motion carried. <br />B.
