Mounds View City Council October 27, 2008 Regular Meeting Page 3 S Attorney Riggs indicated that the insurance requirements are adequate. Council Member Flaherty said that he feels this is a good project for the community. He then asked how the discussions with the neighbors were going. The Developer, Mr. Larson, indicated that he met with the neighbors and feels that he has addressed their concerns. He then said that he would meet with them when construction begins. MOTION/SECOND: Mueller/Marty. To Waive the Reading and Approve Resolution 7347, Approving a Final Plat and Development Agreement., and also that the plantings that the developer had agreed to place on neighboring property owner's sites also be included in the document. Council Member Stigney said that he feels that parking on the site is inadequate and the property is too small for this development. Mayor Marty said that in the development agreement it states that the developer is responsible for permits and 3.02 notes the developer agrees to pay City costs for this development. On Page 13 under Occupancy Permits states that the City will not issue occupancy permits until the developer has installed all required landscaping. . Mayor Marty noted that the developer had agreed to certain plantings to screen the neighbors and that is not in the Resolution or developer's agreement. Council Member Mueller noted that the tree plantings are covered in the whereas that quotes the landscaping plan. The landscaping was included in the landscaping plan that is part of this approval. Ayes - 5 Nays - 0 Motion carried. MOTION/SECOND: Marty/Mueller. To Waive the Reading and Adopt Ordinance 813, Rezoning 2865 County Highway 10 and 7980 & 8020 Groveland Road and Authorization to Publish a Summary of the Ordinance. Council Member Stigney said that he has no issue with rezoning to R4 but he does have an issue with what is being put on the site, as he feels this development is being squeezed in. Resolution 7348, Approving the Red Oak Drive Lane Configuration The Engineer provided an overview of the proposed Red Oak Drive lane configuration.
