Mounds View City Council October 27, 2008 <br />Regular Meeting Page 3 <br />S Attorney Riggs indicated that the insurance requirements are adequate. <br />Council Member Flaherty said that he feels this is a good project for the community. He then <br />asked how the discussions with the neighbors were going. <br />The Developer, Mr. Larson, indicated that he met with the neighbors and feels that he has <br />addressed their concerns. He then said that he would meet with them when construction begins. <br />MOTION/SECOND: Mueller/Marty. To Waive the Reading and Approve Resolution 7347, <br />Approving a Final Plat and Development Agreement., and also that the plantings that the <br />developer had agreed to place on neighboring property owner's sites also be included in the <br />document. <br />Council Member Stigney said that he feels that parking on the site is inadequate and the property <br />is too small for this development. <br />Mayor Marty said that in the development agreement it states that the developer is responsible <br />for permits and 3.02 notes the developer agrees to pay City costs for this development. On Page <br />13 under Occupancy Permits states that the City will not issue occupancy permits until the <br />developer has installed all required landscaping. <br />. Mayor Marty noted that the developer had agreed to certain plantings to screen the neighbors and <br />that is not in the Resolution or developer's agreement. <br />Council Member Mueller noted that the tree plantings are covered in the whereas that quotes the <br />landscaping plan. The landscaping was included in the landscaping plan that is part of this <br />approval. <br />Ayes - 5 Nays - 0 Motion carried. <br />MOTION/SECOND: Marty/Mueller. To Waive the Reading and Adopt Ordinance 813, <br />Rezoning 2865 County Highway 10 and 7980 & 8020 Groveland Road and Authorization to <br />Publish a Summary of the Ordinance. <br />Council Member Stigney said that he has no issue with rezoning to R4 but he does have an issue <br />with what is being put on the site, as he feels this development is being squeezed in. <br />ROLL CALL: Mary/Stigney/Hull/Flaherty/Mueller <br />Ayes - 5 Nays - 0 Motion carried. <br />C. Resolution 7348, Approving the Red Oak Drive Lane Configuration <br />The Engineer provided an overview of the proposed Red Oak Drive lane configuration. <br />
