Mounds View City Council November 10, 2008 Regular Meeting Page 5 Council Member Flaherty said that he does not want to give up two parking spaces so he does not agree with the bump out. He then said that he would agree with Option 1. Council Member Mueller said that she feels that Option 1 is a nice compromise and could agree to it. She then said that she is pleased that the street project will not have to purchase property for a pond. Mayor Marry agreed to the no bump out on Greenwood and to consider Option 1. He then said that he would like to consider parking on both sides of Hillview and asked Staff to provide historical information as to why the no parking was instituted. Jim Baffin, Streets and Utility Committee Member, asked Council to consider that if parking is allowed on Hillview, it is a major part of the pedestrian bike trail and taking out the biking trail eliminates options for bike lanes on Hillview. Council directed staff bring back a resolution amending Resolution 7307 to approve option 1 (15 stalls) on Hillview and no bump out on Greenwood Drive. B. Resolution 7352, Considering Appeals for the Stormwater Infiltration Program on the 2009-2010 Street and Utility Improvement Program. Clerk Administrator Ericson provided an overview of the appeals for Council and noted that Staff does not feel that the requests for appeal are justified and would recommend not allowing the exemption. Tom Winiecki of 2748 Sherwood Road said that the Council has decided against him again. He then said that he does not want a ditch in front of his house that is 75 feet long. He further asked why he is not allowed a vote in this matter. Mayor Marty indicated that the Council was elected by the residents to vote on their behalf. Council Member Flaherty explained that Mr. Winiecki had asked Council, by bringing in a bucket of asphalt, to fix his street. He then said that a task force was created and there has been a plan created and this is one of the details of the plan. Evelyn Pomper's daughter of 2600 Sherwood Road said that there was an offer to look at the sideyard on Greenwood and they would like the city to explore that option. Evelyn said that she is concerned about water in her basement if water is routed to her property for infiltration. Joe Rhein explained that the City is required to treat water with infiltration ponds in order to move forward with the street program. He then said that the forester did indicate that an infiltration feature could be constructed with no detriment to the tree but there is room in the sideyard to construct one as well.
