VA' Z <br />'1 MEMO TO: Mayor and City Council <br />FROM: Clerk -Administrator <br />DATE: September 23, 1982 <br />SUBJECT: AIRPORT OPERATORS MEETING <br />On September 17, 1982 Mr. Tim Anderson of the Metropolitan Airports <br />Commission met with local base operators at the Anoka County -Blaine <br />Airport which staff of the City of Mounds View was invited to attend <br />pursuant to the agreement reached with the City Council at an earlier <br />meeting with representatives of the Metropolitan Airports Commission <br />and fixed base operators. At this meeting both myself and Building <br />Inspector Steve Rose, who is a trained pilot, attended to listen in <br />on the discussions and relate to the airport operators the problems <br />the City has been experiencing with flight operations over the City <br />of Mounds View. <br />The operators discussed the various problems they experience with <br />the use of the airport as it relates to takeoffs and landings from <br />the north/south runway and the present status of the operating <br />procedures for the Anoka County -Blaine Airport. <br />The following solutions were suggested by the airport operators <br />to reduce the amount of takeoffs and landings occurring directly <br />over the City of Mounds View as much as possible. These solutions, <br />however, will not eliminate the flyovers from occurring as operators <br />not using the Anoka County -Blaine Airport as their base will continue <br />to fly in and out of the airport resulting in flyovers over Lhe CiLy, <br />as well as weather conditions which might prohibit the use of other <br />operating procedures. The solutions suggested by the operators are <br />as follows: <br />1. When taking off to the south from the north/south runway pilots <br />should be instructed to take an immediate left turn at County <br />Road J and follow County Road J to the east along the ramp <br />entering the 35W freeway. <br />2. Establish a right hand turn procedure for takeoffs to the <br />north on the north/south runway which would result in landing <br />approaches coming from the east over the undeveloped areas of <br />Shoreview and following County Road J rather than approaching <br />to the west and flying over a large portion of the City of <br />Mounds View prior to their final approach over the airport. <br />3. Obtain funding from the Metropolitan Airports Commission for <br />the installation of VASI lights on the south leg of the north/south <br />runway. These lights are designed to let a pilot know when they <br />are below the 700 foot limit established by the airport, thus, <br />hopefully reducing or eliminatinq the number of flyovers occurring <br />below the 700 foot level and creating the noise problems we have <br />recently been experiencing. <br />
