He stated that another point to consider would <br />be unequal enforcement of the law, and recommendedthat the Council authorize him to commence with civil <br />proceedings. He advised that the <br />House has passed it out of the Committee on Local and <br />Urban Affairs, and in the Senate it has passed the <br />Local and Urban Government Committee and gone on to <br />the Rules Committee, who will be deciding on May 10 <br />if they should refer it to the Transportation <br />Committee. He stated that if it does go on to the <br />Transportation Committee, there is a good chance it - <br />will <br />esession. <br />ed that h <br />understands that iftheSenate takes dno action, the <br />r House of Representatives will not bring it up under <br />special orders. He also recommended that the Council - <br />members call the members of the Rules Committee, to <br />let them know Mounds View's position. <br />Representative Knuth stated the other issue involving <br />Mounds View is local government aid, of which several <br />proposals have affected Mounds View. He explained <br />that ender ti,c.i, , <br />USL <br />asse <br />House tody on the <br />floor, no City WcouldJlose pmore dthanawhat they <br />could raise in one-half a mill, and that for Mounds <br />appr <br />however, thatdheecouldonolt matuaranteeLe <br />000eHWouldstated <br />not <br />be any further surprises later on, <br />The Council thanked Representative Knuth for taking <br />the time to speak to them, and also for all the work <br />the three Representatives have done on the airport. <br />Mayor McCarty returned the agenda to the zoning <br />violation issue. <br />Donald Gross, 8060 Groveland, asked if the radiator <br />repair shop had taken out a building permit for the <br />attachment he put on his garage, and '- so, why <br />was one issued when he was already in violation? <br />Clerk/Administrator Pauley replied that a permit was <br />issued,because they could not legally refuse to issue <br />a permit if the building is in compliance with all <br />regulations as far as size and location. He explained <br />that the use of the building was a sr•,:,rate issue. <br />
