CHAPTER 107 <br />tBINGO, RAFFLES, AND GAMBLING DEVICES <br />107.01 Provisions of State Law Adopted. The provisions of <br />Minnesota Statutes, Section 349.11 through 349.23 relating to the <br />game of bingo and Section 349.26 through 349.39 relating to paddle- <br />wheels, tipboards, pull -tabs or ticket jars and lotteries are adopted <br />and made a part of this chapter as if set out in full. In addition, <br />the regulations of this chapter shall apply to the conduct of bingo <br />and raffles and the use of such gambling devices within the City. <br />107.02 Permit Required. The game of "bingo", raffles, <br />and the use of gambling devices, as hereinafter defined, is hereby <br />declared illegal unless the permit hereinafter provided for is first <br />obtained and all requirements hereinafter specified are fully complied <br />with. <br />107.03 Definitions. The following words and terms wherever <br />they occur in tF1s chapter shall be defined as follows: <br />(1) Active member - A member of a licensed <br />whose dues are paid for the current members <br />nas been a mem er of the organization for a <br />{1} (2) Bingo - A popular modern variation of "Keno" or <br />"Lotto", where each player has a card or board containing <br />five horizontal rows all but the central one containing <br />five figures, the central row having four figures with the <br />word "free" marked in the center thereof; any combination <br />of five in a row whether horizontal, vertical or otherwise <br />when completed by a player constitutes "bingo", and the <br />central row either horizontal, vertical, or otherwise <br />constitutes "bingo" when its four numbers are announced <br />and covered. A wheel or other mechanical device may be <br />used by any person conducting the game of "bingo", and any <br />such person may award either money or merchandise to any <br />player or players first completing any combination entitling <br />such player or players to call "bingo". <br />(3) Bingo occasion - A single gathering or session at which <br />a series of one or more successive bingo games is played. <br />Eligible organization - <br />in <br />ve <br />42* (5) Gambling devices - Those gambling devices known as <br />paddle —wheels, tipboards, pull -tabs (or ticket jars) or <br />apparatusused in conducting raffles. <br />a <br />
