MEMO TO: Mayor and City Council <br />• FROM: Director of Public Works/Community Development i y <br />DATE: April 7, 1983 / <br />SUBJECT: 1983 STREET SWEEPING BIDS <br />Notice was published on March 24, 1983, in the New Brighton <br />Bulletin and invitations sent to 11 contractors to submit bids for <br />the 1983 street sweeping contract. <br />On April 7, 1983 at 10:00 a.m. the bids were opened by Finance <br />Director and Director of Public Works/Community Development. See <br />attached bid summary. <br />The low bidder was American Sweepers, Inc. at $44.50 per hour with an <br />estimate of 100 hours to complete the sweeeping work for a total <br />estimated contract of $4,450.00. The 1983 budget for street sweeping <br />was $5,000.00. American Sweepers, Inc. had the contract last year <br />and performed in a satisfactorty fashion. <br />STAFF RECOMMENDS AWARD OF 1983 STREET SWEEPING CONTRACT TO AMERICAN <br />SWEEPERS, INC. AT A RATE OF $44.50 PER HOUR FOR AN ESTIMATED TOTAL <br />CONTRACT OF $4,450.00. <br />eStaff has researched renting a sweeper and operating it with our own <br />personnel. Only one firm was willing to rent a sweeper, but only for <br />a minimum of one month. All other firms contacted would rent for six <br />months to one year, but only with -"option to buy" clause. The <br />sweeping operation in the past has lasted only ten days to two weeks. <br />Staff concluded that at this time the rental option was not feasible. <br />Staff also checked with neighboring communities that have sweepers <br />to see if an equipment share program cculd be established for 1983. <br />Unfortunately, all sweeping equipment was booked from early April to <br />late July or early August, which is too late to meet our spring sweep- <br />ing needs. <br />Staff will continue to explore other options such as joint contracting <br />and/or shared rental or ownership.. <br />Past practice has been to dump sweeping material on various City owned <br />properties to fill low area. Since the last sweeping program <br />the three usual location of Oakwood Park, Woodcrest Park and <br />Well No. 4 have come under control of either the Wetland Ordinance or <br />the Floodplain Ordinance. See attached sketches. Staff would like <br />Council authorization to continue to dump sweepings near Well No. 4. <br />Dumping would only be to complete filling activity commenced in previous <br />years and would not intrude further into the wetland. If this is not <br />acceptable, then staff proposes to temporarily stockpile sweeping <br />material and at a later time transport it to an approved landfill loca- <br />tion, which most likely will be outside the City limits. Landfill <br />dumping may also require a dumping fee. Staff suggests the Council may <br />
