Councilmember Blanchard stated that she is familiar with the property, but that she had not recently walked it, but had done so many times as a youth, and that the property had always been wet. MOTION: Mayor McCarty made a motion, seconded by Fors'(und to approve the preliminary plat for Lot 1, Block 1, and Lots 1, 2, 12 d13, of Block 2, subject to the remainder of Block 2 being designated as an outlot, to grant approval for the rezoning from R-I 6 B-2 to I-1, except for the land within the outlot which would be subject to the provisions of Ordinance No. 301. The vote was taken by calling of the roll. Ayes-5 Nays-0 MOTION CARRIED. Official Rose discussed the different classi- fications of Wetlands. He stated that Block 1 �? on the Ramsey County Soils Map indicates a wetland that needs to be studied. AMENDMENT TO THE MOTION: Mayor McCarty made a motion, seconded by Doty, to approve the preliminary plat for Lots 1, 2, 12 b 13, of Block'2, only, subject to the remainder of Block 2 being designated as an outlot, and to approve the rezoning from R-1 and B-2 to I-1, except for the land within the outlot which would be subject to the provisions of Ordinance No. 301. The vote was taken by calling of the roll. Ayes-4 Nays-1 (Councilmember Hodges voted nay). MOTION CARRIED.
