All insurance benefits provisions are presently included in <br />the Master Labor Agreement and the inclusion of the suggested <br />provision of insurance coverage for retired employees up to <br />the age of• 65 is totally inappropriate as a Local Issue matter. <br />5. As previously stated for Item No. 3, salary provisions are <br />contained within the Master Labor Agreement and longevity pay <br />is not appropriate as a Local Issue item. <br />There are three items that we would suggest the City submit to the <br />Union as Local Issue items for discussion, those being: <br />1. Clarification of the language with respect to Injury on Duty <br />benefits to clearly state that benefits paid for Injury on <br />Duty would be the difference between Workman's Compensation <br />benefits and the employee's normal salary. <br />2. Clarification of the vacation language contained within <br />previously adopted Local Addendums in order to avoid any <br />confusion previously experienced by the City with relation <br />to the computerized accrual of vacation benefits. <br />3. In anticipation of legislation presently before the State <br />Legislature which has a likelihood of being adopted during <br />this Session, Mr. Smythe recommends that a clause relating <br />to the provision of prorata benefits to non full-time employees, <br />who work for the City on a regular basis as presently provided <br />by the City's Personnel Code, Chapter 6, be included in any <br />Local Addendums. <br />I would ask for your comments on these items in order that a <br />response might be submitted to Mr. Connors and negotiation of <br />Local Issues might commence with the assistance of Mr. Smythe and <br />in conjunction with Local Issue negotiations for other M.A.M.A. <br />cities. <br />Should you have any questions or require any additional information <br />on these matters prior to their discussion at the April 16, 1903 <br />Agenda Session, please do not hesitate to advise me. <br />DFP/pf <br />E <br />• <br />
