MEMO TO: Mayor and City Council <br />FROM: Clerk -Administrator <br />DATE: April 7, 1983 <br />SUBJECT: LOCAL NO. 49 LOCAL ISSUES PROPOSALS <br />As you may recall, the Master Labor Agreement entered into between <br />the City of Mounds View and I.U.O.E. Local No. 49, dated December 16, <br />1982, contained Appendix B regarding the Local Addendum which <br />stipulated that all Local Addendums would be extended to June 30, <br />1983 and that the Master Labor Agreement, as well as Local Addendums, <br />would terminate on that date unless previously agreed to Local <br />Addendums were mutually renewed or extended by agreement of both <br />parties. As a result of that provision, on March 8, 1983 this office <br />received Local Issue Proposals from Mr. Tim Connors, Area Business <br />Representative for Local No. 49, outlining five issues which they <br />wished to discuss during Local Issue negotiations. These proposals <br />were submitted to our Labor Consultant, Cy Smythe, on March 11, 1983 <br />and on April 4th I met with Mr. Smythe and discussed these proposals, <br />along with those issues the City might wish to discuss as part of <br />Local Issues negotiations. <br />Mr. Smythe and I agreed that the following responses from the City <br />' of Mounds View should be submitted to the five proposals contained <br />in Mr. Connors' March 1st letter. The suggested positions as they <br />relate to the five proposals are as follows: <br />1. The City presently provides rental uniforms for all Public <br />Works employees, with these rental uniforms not including <br />any jackets. It is suggested that the position of the City <br />in this matter should be that we are already providing adequate <br />uniforms and the provision of winter jackets is beyond the <br />normal. <br />2. The City presently pays heavy equipment operators hourly <br />salaries for Public Works employees operating our case front <br />end loader or sewer jet rodder. Whenever the City's Mechanic <br />operates these pieces of equipment heavy equipment operator <br />pay is allowed for and to pay heavy equipment operator pay for <br />any other activities of the Mechanic would be outside of the <br />provisions of the Master Labor Agreement and should not be <br />negotiated by the City. <br />3. All salary provisions are presently included within the <br />Master Labor Agreement between Local No. 49 and the City of <br />Mounds View and the inclusion of bonuses for licensing of <br />water and sewer operators as a Local Issue is not appropriate. <br />Mr. Smythe, however, suggested that if the City wished to <br />' provide an acknowledgment of an employee's accomplishments <br />in the area of obtaining certification as a water or sewer <br />
