11.�4-'K r" <br />MEMO TO: Mayor end City Council <br />FROM: Clerk-Administrato <br />DATE: August 2, 1982 <br />SUBJECT: RAMSEY COUNTY LANDFILL ABATEMENT PROPOSAL <br />As you may recall, at the July 26th meeting, the Council acted on the <br />Executive Summary of the Ramsey County Landfill Abatement Proposal by <br />giving conceptual approval and reservinq the right to give formal comment <br />within 30 days. <br />On July 29th staff received one copy of the complete report with notifi- <br />cation that the County Board would be meeting on the matter at 10:00 a.m. <br />on Monday, August 2nd. As written communication had already been sent <br />indicating the position taken by the Council, staff did not attend the <br />meeting. Staff has reviewed the proposal in its entirety and would <br />offer the following brief summary. <br />The proposal provides for the reduction in the need for landfill sites <br />by offering four basic programs which would reduce the amount of solid <br />waste being taken to landfills. These are: <br />'1. Curbside collection of recyclables. <br />2. Area composting of solid waste and sewage sludge. <br />3. Waste -to -energy by means of mass burning of solid waste to <br />generate steam for heat and electricity. <br />4. Yard waste management by providing for backyard or neighborhood <br />composting of yard waste. <br />Although the program was felt to increase costs to the consumer, revenues <br />produced from the sale of compost and recyclables and electricity or <br />heat are anticipated to hold such an increase to 20 percent. <br />Of a variety of implementation programs reviewed in the proposal which <br />ranged from mandatory to voluntary and county versus municipal regula- <br />tion, it is the recommendation of. the Advisory Council to the County <br />Board to establish a county -wide management program which would have <br />the County Board adopt a solid waste management ordinance. Such an <br />ordinance would establish organized collection districts, recycling <br />districts, and yard waste and processing districts. Although the <br />program would provide for county -wide management, it would allow for <br />municipal control of the program on a local basis within the parameters <br />established by the County. <br />The final portion of the proposal outlines a variety of mechanisms for <br />implementing the various portions of the plan as were previously <br />summarized. <br />'the copy of the proposal is located in the Council Library for your <br />review.
