%-4N <br />MEMO TO: Mayor and City Council <br />FROM: Enyinceriny/Planning Technician F II/ <br />DATE: August 5, 1982 I�lf <br />SUBJECT: SENIOR CITIZEN PROJECT <br />Attached please find Planning Commission Resolution No. 59-82 <br />recommending approval of the senior citizen housing project and <br />also recommending a variance for reduced number of parking <br />spaces. The Planning Commission, following much discussion, is <br />recommending a variance from the present R-4 requirements of <br />100 spaces (60 uncovered, 40 garage) to 40 spaces. The developer <br />has indicated that funding at this time is available for only 26 <br />spaces which were initially submitted to 11.13.D. and the City for <br />approval. <br />The Planning Commission decision requiring 40 spaces at the start <br />of the project has prompted the developer to submit a letter of <br />appeal to this decision (attached). I have spoken to Attorney <br />Meyers regarding this issue and he mentioned that the Planning <br />Commission has granted a variance to 40 spaces, they have not <br />denied a variance. The Council could determine that ultimately <br />40 spaces will be required but26 spaces could be constructed at <br />the onset of the project and the additional 14 to be constructed <br />at a later date. This could be made part of the development agree- <br />ment. The Council would then not be overruling the Planning Commis- <br />sion decision of requiring 40 spaces but the entire 40 spaces would <br />not be constructed initially; 26 would be constructed during initial <br />construction and 14 would be added at a date to be determined by <br />the Council, to be included in the development ag <br />developer has indicated that funding is just not available for 14 <br />additional spaces at this time. <br />Also, for your information at this time, attached is Planning Commis- <br />sion Resolution No. 58-62 recommending the amending of Chapter 40 <br />to include a definition and parking requirements for senior citizen <br />housing.
