MEMO TO: Mayor and City Council <br />FROM: Clerk -Administrator <br />DATE: August 18, 1982 <br />SUBJECT: RESIDENTS' COMPLAINTS ON HILLVIEW ROAD APARTMENT <br />BUILDINGS <br />As a result of the discussion the City Council had with residents <br />in the Hillview area on the apartment buildings east of Quincy <br />and on the north side of Hillview Road, I began an investigation <br />of their allegations with the Police Department and Building <br />Inspections Department to determine if City staff had not been <br />prompt and courteous in their responding to complaints voiced <br />by the citizens in the past. <br />I have been assured by members of the Police Department that <br />complaints regarding the problems voiced by these residents have <br />been handled as promptly as possible and within the confines of <br />the law. In some cases items voiced in the letter submitted by <br />these residents dated August 16, 1982 have not previously been <br />filed with the Police Department and they were generally unaware <br />of these problems existing in this area. It was pointed out, <br />however, that the Police Department is aware that this area is <br />one having more than the normal number of problems and, therefore, <br />they have place? a greater emphasis on patrollinq this area and <br />regulating the activities of residents in this area in the past. <br />The Police Department, in an effort to solicit the input of <br />residents in the area and obtain their cooperation in enforcing <br />the laws of the City, has set up a meeting with the residents <br />who signed the August 16th letter for the evening of September 23, <br />1982 at the residence of Mr. and Mrs. Max Leitz, Jr., 2138 Hillview <br />Road, at 7:00 p.m. The Police Department•, recognizing that the <br />Council has a 7:30 p.m. meeting on that evening, requested that any <br />Councilmembers that are interested attend the meeting up to the <br />time it is necessary for them to leave and attend the Council meeting <br />on that evening. <br />Discussions with the Ci.ty's Building Inspections Department <br />indicate that most of. the buildings which have been identified as <br />being problem buildings by the complaining residents have been <br />inspected by the City within the last six months and that corrective <br />action has been taken by the apartment building owners, ig in the <br />process of being taken, or the City is in the process of citing the <br />owners and bringing suit against them to force those repairs which <br />are necessary. A report from Building Inspector Rose is attached <br />to this memorandum for your information. A general observation <br />in response to a statement made in the August 16th letter is that <br />these buildings are not candidates for condemnation as they are <br />habitable and most violations of our (lousing Code relate to general <br />maintenance rather than structural factors in the buildings. <br />
