cc: Police Chief Grabowski <br />MEMO TO: Mayor and City Council � •�� �� <br />FROM: Clerk -Administrator <br />DATE: August 20, 1982 <br />SUBJECT: 1983 CONTRACT PROPOSALS - MOUNDS VIEW POLICE <br />Attached please find a copy of the 1983 Contract Proposals from <br />Teamsters Local No. 320. The following is an analysis of their <br />proposals and observations on their desirability and/or reasonableness: <br />1. Insurance <br />A. The City's present level of contribution is $105 per month. <br />An increase of $20 per month is not within present budget <br />guidelines. <br />B. For the City to pick-up 50% of any new premium increases, <br />the obvious result would be an automatic increase in the <br />insurance contribution without any control by the City <br />Council. <br />C. The difference between the cost of single coverage <br />($99.50 per month) and the $105 per month City contribution, <br />r which is less than the cost of family coverage, is $55.50. <br />In 1982 the City budgeted only for the cost we experience <br />per employee. The obvious result of this proposal would <br />be increased personnel costs for the City. <br />2. Clothing and Maintenance Allowance <br />A. The present clothing allowance is $275 per year which is <br />felt to be more than sufficient to provide adequate <br />clothing for any of our officers. It had been increased <br />$50 over the past two years. <br />B. The inclusion of the requirement that the City pay for <br />the replacement or repair of all clothing, watches or <br />eyeglasses damaged in the line of duty presents two <br />thoughts for consideration. <br />1) Isn't it the intention of the uniform allowance <br />to provide funds for the maintenance of an officer's <br />uniforms? If so, this requirement would then be a <br />subsidy in addition to the uniform allowance. <br />2) As we do not accept responsibility for the watches <br />and eyewear of other employees whose work is of a <br />nature where they can damage these items, why should <br />we accept responsibility for the police on these items? <br />
