-2- <br />3. Eliminate the Injury on Duty Waiting Period J <br />There is presently a five day waiting period before Injury on <br />Duty benefits will be paid. These five days are charged to <br />the employee's sick leave account. <br />The purpose of the waiting period is to discourage abuse of <br />the benefit and to limit its use to those injuries of a more <br />serious nature for which it was intended. To eliminate it <br />would potentially open it up to abuse and misuse. <br />4. The present vacation schedule for the police is: <br />0 - 5 years service 10 days per year <br />6 - 10 years service 15 days per year <br />Over 10 years service An additional day per year not <br />to exceed 20 days <br />The proposal provides for substantial changes which would <br />place additional burdens on the City in two ways: <br />A. This schedule would be different from all other employees <br />and require special procedures for maintaining accurate <br />records. <br />B. More importantly, with a small force such as ours, vacation <br />time places a burden on our ability to provide adequate <br />coverage. An increase in the amount of vacation hours would <br />exacerbate that burden. <br />5. The City's present practices with relationship to holidays <br />has been within the 2080 hours worked during a year and not <br />required any additional costs or loss of work hours. The <br />proposal as presented would most likely result in additional <br />costs to the City or, if time off is given, a reduction in <br />our available manpower. <br />6. Wages <br />A. The investigator presently receives an additional $90 per <br />month. <br />B. Corporals presently receive an additional $80 per month. <br />C. The requested 8%, although more reasonable than the other <br />union proposals we have received, is 39 greater than Lhat <br />being discussed in the 1983 budget. <br />Should you have any direction or comments on these proposals, I <br />would appreciate receiving them so that they can be forwarded to <br />our M.A.M.A. negotiating team. <br />Drp/pf <br />Attachmr '' <br />
