-2-
3. Eliminate the Injury on Duty Waiting Period J
There is presently a five day waiting period before Injury on
Duty benefits will be paid. These five days are charged to
the employee's sick leave account.
The purpose of the waiting period is to discourage abuse of
the benefit and to limit its use to those injuries of a more
serious nature for which it was intended. To eliminate it
would potentially open it up to abuse and misuse.
4. The present vacation schedule for the police is:
0 - 5 years service 10 days per year
6 - 10 years service 15 days per year
Over 10 years service An additional day per year not
to exceed 20 days
The proposal provides for substantial changes which would
place additional burdens on the City in two ways:
A. This schedule would be different from all other employees
and require special procedures for maintaining accurate
records.
B. More importantly, with a small force such as ours, vacation
time places a burden on our ability to provide adequate
coverage. An increase in the amount of vacation hours would
exacerbate that burden.
5. The City's present practices with relationship to holidays
has been within the 2080 hours worked during a year and not
required any additional costs or loss of work hours. The
proposal as presented would most likely result in additional
costs to the City or, if time off is given, a reduction in
our available manpower.
6. Wages
A. The investigator presently receives an additional $90 per
month.
B. Corporals presently receive an additional $80 per month.
C. The requested 8%, although more reasonable than the other
union proposals we have received, is 39 greater than Lhat
being discussed in the 1983 budget.
Should you have any direction or comments on these proposals, I
would appreciate receiving them so that they can be forwarded to
our M.A.M.A. negotiating team.
Drp/pf
Attachmr ''
