r MEMO TO: Mounds View City Council <br />FROM: Bruce K. Anderson, Directo <br />Parks, Recreation and Fore <br />DATE: September 9, 1982 kk <br />RE: Park Maintenance Services for Silver View Park <br />As you are aware, staff has been in the process of preparing bids specifications <br />and reviewing the actual bid proposals during the past six months. Bid proposals <br />were opened on Wednesday, August 25, 1982 with seven firms submitting formal <br />proposals. The bid proposals ranged from a low of $7,245.00 for the seven month <br />contract to a high of about $24,500.00 for the same services. <br />Staff reviewed the specification and bid letting process with the Parks and <br />Recreation Commission at their regularly scheduled meeting on August 26, 1982 <br />and the Park Commission requested to interview representatives from each of the <br />five lowest bid firms. The Park Commission scheduled a special meeting on Thursday, <br />September 2, 1982 at which time a fifteen to twenty minute interview/question- <br />answer session was scheduled with each of the five low bid firms. <br />The interview process proved to be quite comprehensive as the commissioners re- <br />ceived a brief background on the company, administration, equipment and personnel as <br />well as having the opportunity to question how their firm would envision maintaining <br />the site. <br />Following the interview process, the Commission met informally and recommended on <br />a general voice concensus that the low bid firm of M and A Properties from New <br />Brighton be recommended to the City Council for awarding of the Silver View Park <br />contract. They further directed staff to contact references from the firm which <br />staff has completed. Staff contacted three firms; the first being Onan Corporation, <br />which is 22 acres in size; St. Mary's Russian Orthodox Cemetary, 10 acres in size; <br />and the Red Fox Cove Townhouses, which would be 12 acres in size. The references <br />from each of the three firms was extremely positive with nothing but acolades and <br />good comments regarding the firm of M and A Properties. <br />Based on"be Park and Recreation Commission's review process, staff's review of <br />the references and the fact that M and A Properties were the low bid for the <br />�—% project; staff would concur with the Park and Recreation Commission recommendation <br />to award the contract for the maintenance of Silver View Park to M and A Property <br />
