It should be further noted that the firm of M and A Properties has more than adequate equipment and personns to meet the needs of maintaining Silver View Park. As you are aware, the contract that was bid was based on a labor intensive contract with materials to be supplied on a staff approval basis, As the Amount of $7,000.00 for fertilization and turf establishment has already been cut from the budget, staff would strongly recommend that an additional $2,000.00 be reinstated into the park account for the five turf treatments proposed in the bid process. The five proposed treatments included two fertilizations, two broad leaf control and a fifth application of pre-imnergent in the spring. Staff feels that during this first year of turf establishment, the chemical treatment is imperative should we desire to establish any quality turf for Silver View Park. As staff envisions this site to be the "showcase" of the park system, we feel strongly ' that for at least the first year, while the turf is being established, that the minimal applications of chemicals as proposed be completed. The total amount of the contract including the $2,000.00 chemicals, would $9,245.00 which would be considerably less than the cost of purchasing the required equipment as well as hiring an additional maintenance man at a cost of $26,000.00. 9 Staff proposes that we would be doing an indepth review of the contract at Silver View Park during 1983 with recommendations being brought back before the Council and Park Commission for their review and perusal prior to making any committment beyond the one year time frame.
