-2- <br />Service, Inc. with the low bid price of $7,245.00. It should be further noted <br />that the firm of M and A Properties has more than adequate equipment and personns <br />to meet the needs of maintaining Silver View Park. <br />As you are aware, the contract that was bid was based on a labor intensive contract <br />with materials to be supplied on a staff approval basis, As the Amount of <br />$7,000.00 for fertilization and turf establishment has already been cut from the <br />budget, staff would strongly recommend that an additional $2,000.00 be reinstated <br />into the park account for the five turf treatments proposed in the bid process. <br />The five proposed treatments included two fertilizations, two broad leaf control <br />and a fifth application of pre-imnergent in the spring. Staff feels that during <br />this first year of turf establishment, the chemical treatment is imperative should <br />we desire to establish any quality turf for Silver View Park. As staff envisions <br />this site to be the "showcase" of the park system, we feel strongly ' <br />that for at least the first year, while the turf is being established, that the <br />minimal applications of chemicals as proposed be completed. The total amount <br />of the contract including the $2,000.00 chemicals, would $9,245.00 which would be <br />considerably less than the cost of purchasing the required equipment as well as <br />hiring an additional maintenance man at a cost of $26,000.00. 9 <br />Staff proposes that we would be doing an indepth review of the contract at Silver View <br />Park during 1983 with recommendations being brought back before the Council and <br />Park Commission for their review and perusal prior to making any committment beyond <br />the one year time frame. <br />Should you have any questions regarding staff's recommendation or the enclosed <br />information on M and A Properties, feel free to contact staff directly at extension <br />#41. <br />BKA/sl1 <br />Enc. <br />
