Mr. <br />Celt asked what the implications of the ordinance <br />would be for him, and asked whether the City would <br />purchase his lard in the flood plain, He also <br />pointed out that his lot has value, and it falls within <br />100' of the flood plain, and asked if he would be <br />allowed to build. <br />City Attorney Meyers replied that the ordinance <br />will authorize the acquisition of property, if <br />needed to preserve wetlands, but the City would not <br />be purchasing the property by adopting the ordinance. He stated <br />Mr. Celt world have to apply to have his lot considered for <br />developmuit after the ordinance becomes effective air] sliould make <br />application for a building permit. He also advised Mr. Celt <br />to point out to the Council how the ordinance impacts his <br />property. <br />Mr. Celt stated he is not interested in building on <br />the lot but would like to sell it. <br />Paul Videen, of Midland-Videen, Inc. 2887 No. Wheeler, <br />Roseville, presented a letter to the Council, and <br />read the letter, stating he is in favor of the <br />ordinance but has two problem areas, those being <br />48.05 Subd. 2, and Subd. 5-C. Mr. Videen explained <br />he has people who have the ability and are interested <br />in building a commercial building on his property. <br />Perry Langer, 1743 Florence St., White Bear Lake, and <br />Bill Langer, 1005 South Circle, Fridley, stated they <br />agreed with Mr. Videen's statements, and asked when <br />the ordinance would take effect. <br />Mayor McCarty replied the ordinance, if adopted this <br />
