TO: Mayor, City Council, and <br />Clerk -Administrator <br />FROM: Police Department <br />DATE: November 8, 1982 <br />RE: Liquor License <br />In checking on the background of Mr. Loosen, I checked with four <br />Departments within the Minneapolis Police Department: <br />1) Liquor Licensing Department <br />2) Minneapolis Criminal Records <br />3) Minneapolis Narcotics Division <br />4) Organized Crime Division <br />1) LIQUOR LICENSING DEPARTMENT phone 348-2871 <br />i tal•ed to Lt. Montgomery, Minneapolis Police Department. Lt. <br />Montgome:y did the background license approval and inspection of the <br />Uptown Bar and Cafe. He informed me that the Uptown Dar and Cafe is <br />owned by LOCO Enterprise Inc. formed 8-26-81. fie stated that James A. <br />Loosen is the President of the Corporation owning 66,000 shares in the <br />stock. Ray Calihan is listed as the Vice President owning 34,000 shares <br />of stock. They list James Loosen as owning a construction business. <br />The City of Minneapolis approved a class A license meaning that live <br />music, is approved within the bar. Lt. Montgomery, stated that no <br />complaints have been filed against the Uptown Bar and Cafe since <br />LOCO Enterprise Inc. took over ownership. <br />2) MINNEAPOLIS CRIMINAL RECORDS phone 348-2808 <br />Criminal record checks were ran on James A. Loosen, DOB 9-27-30 and <br />Arlene V. Loosen, DOD 8-31-32. Clerk Gilmore, Minneapolis Police Dept. <br />did record checks on both Loosens'. He stated that neither party had any <br />record. <br />
