Win. <br />Re: Hazardous Waste Selection Factors <br />Dear Sir: <br />letterThis Tresponse <br />and received October25threquestin <br />g response ur rbyaNovember ted b1, 1982. <br />Initially your criteria for identifying preliminary areas had a <br />major flaw ie: All sites considered by the Board had to be within <br />developed areas as determined by availability of city sewer and 9 ton road <br />access. These two out of four mandatory criteria result in eliminating <br />all open area sites within the Metropolitan area which do not have city <br />services in place. Accordingly many potential sites are eliminated <br />from consideration. <br />Within the communities Land Use Plans, identification of industrial <br />zones automatically imply that services are or will be provided. Therefore, <br />these areas should be included in the preliminary search. <br />The following criteria are submitted for initial siting factors: <br />1. Avoid shore land, flood plains and protected wetlands. <br />2. Avoid municipal potable water production sites within a five mile <br />radius. <br />3. Vacant industrial zoned property. <br />4. Proximity to Inter and Intra State Highway system. <br />The following criteria are suggested for selection factors in deter- <br />mining proposed areas: <br />1. Vacant heavy industrial zone. <br />These areas are normally sequenced after higher class zones thereby <br />providing a greater buffer from residential areas and are within larger <br />city services and traffic systems. <br />2. Proximity to railroad siding and/or Interstate Highway systems. <br />Bulk transport of processed materials is best handled by the rail- <br />road system. <br />3. Proximity to residential development. <br />Regardless of the operations and safeguards the location of a highly <br />sensitive hazardous waste processing plant should not be close to residen- <br />tial areas, public schools or recreational areas. <br />
